02-24-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 24, 2011 — 10:00 a.m. Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, City Engineer Sean Conrad, Senior Planner Dwain Elkins, Plans Examiner P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary GUESTS: None. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. Civil Engineer OLD BUSINESS: Sykes, 202 2nd Avenue West — The two remaining issues to address at Site Review are the curb drainage issue and the light well. Public Works is sorting through the various plans that have been submitted and will review the most recent plans. Kalispell Regional Medical Center — 310 Sunnyview — hospital expansion — Conrad met with them along with the Parks Dept. Parks had comments on their bike/pedestrian path and they will make it at least ten feet wide on the east side. They resubmitted a revised plan, and Fincher will meet with Marcello again to address a couple minor things they left off. They will then get Parks a revised Pedestrian/Bike Path Plan. The "Payment in Lieu of Taxes" is still in the works and then the Developers Agreement is being worked on by our City Attorney Charlie Harball. This would not hold up the Building Permit. The Dust Abatement Plan is with Susie Turner. Conrad noted the screening is good. Public Works is good with the path. Parks still has some issues with the path. Fire is okay with this. This is approved, subject to Parks sign off on the bike path and the sign off by Turner for the Dust Abatement Plan. Diehl stated that he told them the road must be open before the 25 sq. ft. tower crane goes in, which may be as high as 60 to 80 feet. NEW BUSINESS: None. PLANNING OFFICE ITEMS: No projects for their next meeting. They did get through Chapter 3 on our Design Standards in the Subdivision Regulations, and may have a draft document completed in March. OTHER REPORTS: Cornerstone Community Church — Highway 93 and Northridge — Conrad met with the Pastor from the church and with Ron from Valley Bank. The bank will not be moving forward for at least a year. They have a Subdivision Improvement Agreement out that is bonded. They are looking at their bond that included a lot of the interior landscaping and parking lot, which they don't need to do for their subdivision. They have to do the improvements along Northridge and the highway access. So they may be coming back to Burnham to give him a revised estimate and revised Letters of Credit just to cover those two things. They will request an extension on their PUD which comes up in April. The church would like to do some paving of a portion of the parking lot around the church. As the rest of it develops, they were going to put in rain gardens or stormwater gardens. The landscaping and berming along the highway will not be requested until the rest of the project begins. Their Letters of Credit expire in September. The Boiler Room — their request for a beer and wine license did not get approved by the Council. Annexation Policy — The Public Hearing was held Monday night with no public comment. The Council will act on it in two weeks at the next Council meeting regarding if annexation should occur outside the City Limits. The meeting was adjourned at 10:15 a.m.
