01-20-11 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 20, 2011 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, City Engineer Jeff Clawson, Building Official Sean Conrad, Senior Planner Dan Diehl, Fire Chief Dwain Elkins, Plans Examiner Chad Fincher, Parks Superintendent Charlie Johnson, Construction Manager P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Sykes, 202 2nd Avenue West — We are still waiting for revisions on the parking lot layout and the lighting plan. Fincher noted he had worked with them on the trees but they still need to identify what the parking lot species and ground cover will be. Diehl noted that the grass on the roof needs to be a "Class C" fire protection. Dwain will include that with his comments. Burnham sent them an e-mail yesterday that covered everything Public Works had discussed with them. Sorensen noted that because all of the lots are not contiguous, the lot on the other side of the alley cannot be bound to the other lots. They cannot receive impact fee credits from that separate lot. The impact fees that they will receive a credit for are the impact fees that they would have on their current existing building on those three properties they are combining. They will receive a credit for those fixtures. Lot 4 is only a parking lot. Diehl thinks they should consolidate all their lots into one, as the lots could be unbound. Johnson noted they need more detail on what curbs and sidewalks will be removed. This will remain on the Site Review Agenda until they submit their final plan. NEW BUSINESS: None. PLANNING OFFICE ITEMS: No plans or projects for February. Abbey House Subdivision — They have received final plat from Council but they haven't finalized their funding for their SIA. They will need to get a legal agreement regarding this and submit it to our attorney. Once it is approved and signed, there will probably be a lien on all seven of those lots. That way any time they sell one of those lots, the City will have to sign off on each lien and decide if we want the improvements now or require it on the next sold lot. Public Works would like a copy of the legal agreement. Possible Annexation Request - Someone is looking at possible annexation into the City in the Woodland Park area, but there is a fire issue about our annexation policy that will need to be resolved. Annexation Policy — The Planning Department worked on an Annexation Policy, and it went to a Public Hearing with the Planning Board. They are recommending approval and it is going to Council in February. OTHER REPORTS: Kalispell Regional Medical Center — The hospital is working on an access on the west side through the property owner. They are in the process of negotiating to buy that property, as they only own ten percent of it. They are working on a plan for Site Review to look at for an access through there. They are asking about curb cuts and trying to reduce the cost. Flathead High School — School District #5 needs to come to Site Review to discuss options for their traffic flow, parking, and bus drop off/pick up area. They are looking for suggestions. They are considering requesting 5th Ave W (a collector) to be closed or possibly the alley on the east side of the school. The remodeling on the front of the school is not working as they would rather use that area now for parking. A sky bridge was suggested by Sorensen as a better solution. Burnham suggested they come in to talk with Public Works. The meeting was adjourned at 10:20 a.m.
