PERFORMANCE BOND REMINDERS: Leisure Courts, Forest Service Building, and Three
Mile Views are all completed.
OLD BUSINESS: Immanuel Lutheran Home/Buffalo Hill Terrace — Johnson stated that they
still need curb, gutter, and sidewalk on Crestline. He also questioned the possible need for a 10'
utility easement according to the Public Works Standards, but Jentz stated that since it is an existing
facility, they can have the utilities on their own private property. Diehl mentioned that the fire lane
should not be a problem. They plan to bring in another water main into the building instead of
accessing water through the back. They will be able to have access to the building through the church
property next door, which is owned by the hospital.
Scoreboard — 75 Woodland Park Drive; administrative CUP for a new covered patio on the rear of
the building. Sorensen received four comments from neighbors of the Scoreboard. The complaints
were basically about "obnoxious behavior" of the patrons of this facility. These problems were there
before the patio addition was built, and are not really tied directly to the relatively small addition,
although some feel that it has gotten worse. This is not a land use issue as much as a law
enforcement issue. One suggestion by the public was to block access from the Scoreboard to the
alley. If this was a new facility, we might be able require a fence be installed on part of the perimeter,
but we probably would not completely block access to a public way. Clawson suggested we ask for a
screening fence. Elkins suggested that we could request fencing for around the patio only.
Discussion was held regarding requiring the fence. It was decided that this was not a requirement we
should attach. None of the departments have any regulations which could be used to mitigate the
issues raised by the patio itself as opposed to the original use. It was also noted that blocking the
alley/parking area would have the unintended consequence of reducing the number of parking spaces
on —site and increasing the number of vehicles parking in the other parking lots and on the street,
which would create a bigger problem with "obnoxious behavior."
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Due to the holidays, there will not be a December meeting.
OTHER REPORTS: The week of the 21", we will be having Site Review on Wednesday,
November 24th, because of Thanksgiving.
The Landscape Ordinance passed through the Planning Board and will now go to Council on
December 6th. A transmittal letter has been prepared by Jentz and will be forwarded onto Parks for
their approval and letterhead.
