Sorensen, Chairman OLD BUSINESS: Immanuel Lutheran Home/Buffalo Hill Terrace — expansion of existing nursing home and senior living apartments. Burnham sent a letter to Jeff Walla with all of Public Works' comments. Sorensen has not received a response yet on his letter regarding setbacks and some other issues. Johnson stated that the road closure there went relatively well. Sorensen mentioned that a citizen complained about the closure last night at the KRMC PUD public hearing. Scoreboard — 75 Woodland Park Drive; administrative CUP for a new covered patio on the rear of the building. They are working with the Building Department as to what they need to do there. One solution could be to put some piers under the posts that are out there. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Due to the holidays, there will not be a December meeting. KRMC Expansion - At the meeting last night, the Planning Board recommended approval of the Kalispell Regional Medical Center PUD. Public Works met with Peccia yesterday. They want to begin the project in December with utility work and internal column work. Burnham stated there will be a lot of road closures during the KRMC project with the surgical center addition because they are going to be crossing with utilities and reconstructing curb. We have asked them to submit a traffic control plan. Diehl emphasized that they will need to try to keep their main road open all the time. Burnham stated they plan to keep the east side open the whole time. They will be moving the ALERT Helicopter to a different pad temporarily. Diehl met with them regarding the hydrant on site yesterday. OTHER REPORTS: The week of the 21", we will be having Site Review on Wednesday, November 24th, because of Thanksgiving. Bypass — Per Krauss, The Highway Patrol and KPD have decided on which law enforcement agency will cover which areas for accidents, since the bypass goes in and out of the City Limits at different locations. Everything that is going to go from Highway 93 South and will protrude on up to Highway 2 where Appleway comes in at that junction. That will be the City of Kalispell's in regard to accident purposes. KPD will take all those accidents. Highway Patrol has agreed to take all the accidents south of that intersection, down to Highway 93 by Triple W. We will then, once it's completed and done, pick up all the accidents that will run from Highway 2 to the north. This should make it easier for both agencies. The roundabout would be handled by KPD. Diehl stated that the 911 Center sent a letter to MDOT, requesting they rename the bypass from Highway 93 to something else, as you can't have two Highways with 93 in them with the CAD system. So if you have an accident there and how it's reported, you can't have a 93 and a 93. The system doesn't recognize "alternate 93". They are going to ask them to take the "93" out officially and call it Kalispell Parkway. MDOT is calling the "93 alternate route". There will need to be a different name with "93" taken out of it. The Landscape Ordinance passed through the Planning Board and will now go to Council on December 6t'` Buffalo Hill Terrace is in the planning process for their addition. Diehl met with them and water is one issue there. They are looking at possibly another water supply into the building because the only water supply there now is on the north side. Access will be a real problem when they start to do construction on the north side. The will need to go through the Victory Church, which is owned by the hospital, for access. This is scheduled to begin in March. The 20' fire lane was discussed with them and they said it would be very easy to do. The property on both sides of that belongs to them. The indoor skateboard park on Airport Road, Serious Ju Ju, wants to put in a drive -up coffee window. This is an I-1 zone. There would be some impact fees because it is a food service. Fincher noted they have a fence that comes out on the south side of the building that encroaches about 10' onto Begg Park. This is a non-profit place to keep skateboarding kids off the street.
