08-19-10 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 19, 2010 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, Asst. Civil Engineer Kathy Kuhlin, Recording Secretary PERFORMANCE BOND REMINDERS: Montana Club — Mike Baker has agreed to waive the requirement for the landscaping island but he asked for more curbing (pending zoning/public works approval, which was provided). The boulevards have not been completed yet. There is also supposed to be a berm there. They will probably be coming back with a cedar fence design to screen their trash compactor and garbage area instead of the berm. OLD BUSINESS: ASI, (Van Ee Apartments) — 420 Grandview Drive —Public Works is still waiting for the downstream storm analysis, and Planning is still waiting for the Payment In Lieu of Taxes (PILT) Agreement. Burnham has asked them for the original easement information. Smith's — 195-3'd Avenue E.N. remodel and new pharmacy drive-thru — Castles spoke with their Civil Engineer yesterday. He explained to them the traffic conflict their plan will create for people exiting the drive-thru and they need to do something better than striping. Sorenson explained that he told them that it would be good if they moved this further back because they come over and merge, but then that clogs things up and the Fire Department wasn't happy with that idea. They need a harder right to build up this area which resolves that, but then it's not the best thing for interplay on the street. They need a design that balances both of these issues. They will be sending Castles a PDF drawing to view. NEW BUSINESS: None. PLANNING OFFICE ITEMS: FVCC — They are requesting to use one of the old DNRC administrative buildings across the street from the college for a Conditional Use Permit for a one or two season use. They will be bringing it in tomorrow. OTHER REPORTS: Spill the Beans — They are requesting to put a coffee but in front of the Outlaw Inn. There are some ownership related issues that could be a problem. Blimpie's and Cogar's were taken down but the foundations are still there. They want to use the old foundation of the coffee stand for their pre-fab building. They aren't sure where the property line is, and there may be setback and easement issues. The plat shows an hour glass design for the size of the plat. They need to get together with the Outlaw Inn and Mountain West Bank and figure out the easement and possibly amend it. Another issue is, because this is near the property line, all of the stacking area and traffic circulation comes through off site. There are three major issues to deal with. The Outlaw Inn is okay with the "no build" clause and have given him permission to go ahead, as it is their property. This project is up for Architectural Review and for Site Review next week. There isn't much to review but they will need to resolve those three issues or find another site. The building is being delivered tomorrow and can be stored at this location but cannot be assembled yet. Burnham pointed out that if their water comes from the Outlaw Inn and they continue to have problems with their water bill and happen to get turned off, they could be turned off, too. There is a lis pendens (pending lawsuit) on the property. Elkins will pull the original site plan on Blimpie's to see if it shows where the water line is. Hilton Homestead Suites — The proposed Hilton Inn on the north end of town will begin construction soon. Landscape Ordinance — Mike Baker informed Fincher that the Landscape Ordinance will be ready for next week's Site Review meeting. The meeting was adjourned at 10:30 a.m.
