09-09-10 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 9, 2010 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, Asst. City Engineer Jeff Clawson, Building Official Sean Conrad, Senior Planner Chad Fincher, Parks Superintendent Tom Jentz, Planning & Building Director P. J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: Smith's — 195-3'd Avenue E.N. remodel and new pharmacy drive-thru — Public Works and their architect have reached an agreement on the drive-thru. The canopy will remain in the same location. They will adjust the pork chop and how it accesses the road. Public Works will send the detail to Sorensen so it can be attached to the plans. This is moved through Site Review. NEW BUSINESS: Ashley Square — 1325 Hwy 2 W — They are doing an exterior building and some parking lot changes. Sorensen spoke with their architect. This is under new ownership. A colored rendition of how the building will look was shown to the committee. They will have a new facade and sign. They will be pulling information from MDT as to how the road in front will look. The main concern last week was with Corporate Drive. MDT will work with them to get some more defined accesses and secondly, the 40' ROW would have within it would be the street, curb, and sidewalk. We would like to have a 5' landscape buffer between the sidewalk and the parking, so there is more of a defined area, even if they fall below their minimum parking requirement. MDT was going to put in more of a vertical curb and define an access point. Still not a good safety feature. It is more important to make a safer interface there. Anything marked "for the future", such as landscaping, is going to need to be reviewed under the codes at the time. No final information has been received yet. PLANNING OFFICE ITEMS: Zone Change on North Meridian and Liberty from R-3 to R-5 on a vacant lot. Dance School — There is a request to put a dance school in the 2,200 sq ft commercial building east of Edgerton School, between the school and Whitefish Stage Road. The need a use permit because it's zoned R-5. The owner of this building Charles Mason, needs to take care of the weeds at this location. OTHER REPORTS: Landscape Ordinance — Planning will send their completed version to Fincher. Subdivision Access Roads Standards — Jentz has tweaked his three tiered proposal which had a primary, a primary, and a secondary, and then just two full accesses regarding secondary roads in subdivisions. The committee had decided they don't want a primary with a secondary. The revised proposal was distributed. We should require the second full access if the primary access road is 1,000 feet or longer, the subdivision serves 50 or more residential lots/100 residential units or where the Fire Chief determines safe or convenient access is necessary. Sorensen voiced concern over the definition of 50 or 100 and suggested we insert the word "potential." This is based on the overlying zoning. The Fire Chief and the Public Works Department needs to be included in deciding the secondary access on every subdivision. Burnham asked, "Where do we begin counting the 1,000 feet?" It's difficult to write a regulation that covers everything. Every 600 feet there needs to be something put in on a road that is 1,000 feet or more. Further discussion was held. The committee will review it over this next week and send him any comments. Starling — They had applied for a one year extension. Northland Phase 4 — on Four Mile Drive — came in for a plat extension. Gateway West Mall building — the roof was being reroofed under warranty. The roof drains may not have been put back last night or were not bolted down properly, but are back up this morning. All of the roof leaks are around roof drains.
