PERFORMANCE BOND REMINDERS: Montana Club — Burnham will write a letter
regarding the Montana Club.
OLD BUSINESS: Immanuel Lutheran Home/Buffalo Hill Terrace — expansion of existing
nursing home and senior living apartments — reviews are progressing along well. The setback
encroachment is still an issue though.
Syke's — 202-2" d Avenue West; revisions to building and parking lot proposals - Potential revision
on parking area hasn't been received yet. Mark Johnson stated they would like to move the
bathrooms and they want to get them done now as shown on the newest plans. They would
relocate the new dish area in the back with the bathrooms and an office together. This is a low
temperature dishwasher. DEQ wants this to go through the grease trap. They want to change the
planter area to be more secure. They will make a planter box out of the same block that they are
building the building with instead of doing the bollards or the fence and shrubs. The planter boxes
would still have the landscaping element to it. They will bring in plans for that change. They plan
on discontinuing the use of the basement. They will demolish the basement not long after their
big Thanksgiving dinner. They plan to sprinkler the whole building, and Chief Diehl mentioned
that this needs to be done soon. Construction will go through the winter. They will need to go
through Architectural Review again with the planter area changes and adding a beam over the
entry. Mark Liechti asked about the parallel parking question, Sorensen stated that we are
waiting for their revision in this regard.
NEW BUSINESS: Hutton Ranch Pad G -150 Hutton Ranch Road; new retail building —shell
only. This is located opposite Pad D and is next to Wal-Mart. This building is proposed as a four
tenant building. They have an agreement with Wal-Mart that they can't have an entrance off of the
south side, so we won't run into some of the same handicapped parking location issues that we were
talking about on Pad D. They have designated the west side as the front side of the building for Fire
Department access and connection. The biggest concern is for fire apparatus and it's not over 150
feet, so they are going to meet that requirement. They still need to provide an access to the front of
the building. Susie is looking at their proposed stormwater. Castles noted there appears to be a gap
in the sidewalk on the north side. It is an open hole right now but will be repaired as soon as they get
the services hooked up. The will need to add a sidewalk in back at the rear exists. Submitted as
Specialty Retail. They want to start their footings next week. The immediate building pad will have
trees, grass and shrubbery around the building, and they will provide pictures for parks. They will
bring in property line drawings that include the road widening. They can get started on the site work,
but need to wait for a permit to pour.
PLANNING OFFICE ITEMS: Kalispell Regional Medical Center — six phase expansion plan -
this will be coming in as a PUD. Conrad went through last week's issues. They need to come up
with a pedestrian/bike trail plan. Condition requiring something to be brought forth as Phase I begins.
Pierrottet stated they will provide a phasing plan for properties they own. He designated the
properties they do own. Burnham clarified that we want a plan for the entire campus of how the
connections will be made for the campus and how the connections will be made to Hwy 93 and
internal connections for the future as properties develop either by KRMC or anyone else in this area.
Fincher noted that the proposed bike path along Highway 93 will be going from the office supply
building going north up the hill by the golf course and eventually tie into Meridian within the next 24
months. It will be made of asphalt, 10' wide by 12' from existing roadway. Parks and Public Works
would like to see this be part of a phasing plan to make it more pedestrian friendly that takes people
from the bike path to the hospital. The Planning Office could do a point to point plan for them. This
requested plan would be a plan that gets triggered as needed with growth and when other phases
come in. The CUP condition would be that they are committed to do the plan when needed.
Pierrottet and Hirsch both agreed. Another requirement would be for them to get a traffic impact
study when doing the parking garage. They questioned the determination of the location for this.
They could come back to Site Review and have the location approved or denied at that time. If they
go with the first or second option area for the garage, they would not need further approval.
Regarding the R.V. parking north of the Cancer Center, the connection risers to the sanitary sewer
system have been sheared off. They would need to be repaired. Pierrottet and Hirsch were uncertain
of this, but they will look into this and have it taken care of. They will also need an Interim Parking
Plan and a Permanent Parking Plan that should be brought into Site Review, as well as their staging
ground and Dust Control Plan. They were reminded that it's important to be a good neighbor.
OTHER REPORTS: Vilj oya Independent Living Center on 5th Avenue West —the approved set
of plans had landscaping in front with a sidewalk coming in and a 3' picket fence that came along the
sides. A neighbor came in yesterday and they have a issue with the project coming off the curb cut
and trying to do a loop road onto an existing curb cut. C. Johnson thought the two owners were
trying to work out an agreement. Petrini thought they had worked this out. Castles stated the new

plans do not meet the standards and were never presented or approved. Under zoning, the parking
and drop off area cannot be in the front setback area. CUP went through the process and went
through public notice to the neighborhood without these changes. Since this doesn't meet the Public
Works standards or zoning standards, the revision would not be approved. Petrini stated it would
only be used as a drop off point, but it still doesn't meet standards.
Teletech — Gateway West Mall — Castles commented that the City, along with Simplex -Grinnell,
will be flushing the line between the main and the building as they have low fire flows there. None of
the five service lines going into the Gateway West Mall contain any kind of valve near the main. The
only valve out there is to the Teletech sprinkler system, and it's a Post Indicator Value (PIV). It
appears that no one has ever exercised it. The pressure is between the riser and the street.
Violence Free Crisis Center — Abbey House - Final Plat of Subdivision 117 off of Denver — Conrad
would like to meet tomorrow at 9 a.m. to discuss this.
