AnswersHi Jane: Let me answer the questions from your recent email one at a time: Parking- you are right we need to tread softly on this. I have asked the fire and police chiefs to make some recommendations on options concerning the stadium parking. I will let you know what they are. We may need to include the school district in the solution but let's see what Dan and Roger come up with. Airport- the Airport TIF district was formed and has as part of its mission airport expansion. We do have plans for the airport and vicinity and we are doing a new development plan as we speak. Even if someone else does the acquisition the money still comes from the city. I think we just need to back off for awhile. Fred, the airport manager needs to continue working on the tower mitigation. There is no rush on this. It may be better to cool it until after the election. Budget- we base the preliminary budget entirely on projections. Your idea of applying civil infraction revenue to help the building fund is a good one. I have no idea how much money we are talking about but it could be substantial. Tom, plng director, is suppose to get back to me tomorrow on his recommendations concerning the building dept. I will let you know how that goes. Westside TIF- any proceeds from this TIF could be used for any general fund purpose. What the council members know about revenues is hard to determine. Some seem to have a pretty good grasp sometimes and some don't. It also varies meeting to meeting. I spent part of a workshop talking about the various revenues of the city but I don't know how much of it stuck. Solid Waste- I have not and don't intend to talk about the solid waste option. That is a very volatile subject that must be very carefully handled. EMS- this has gotten to be a real problem in the past few weekends. The calls have over whelmed everyone. EMS needs to be totally reorganized and hopefully that will happen soon. The relationship between the city and the local rural fire districts have historically not be good. This is changing with Dan as the acting fire chief but the rural folks are very wary of the city. Asking for their help on financing EMS is not likely but that could change especially if a county EMS board forces it.
