TIF BoundariesHi, Thanks for the update. As far as the work that was completed for the South Kalispell Urban Renewal Plan, the revised TIF boundary should not cause any changes to the data in the report. It is up to Fred if he would like the latest version of the maps to be included in the report. I've copied him on this e-mail so you can follow up with him. Hi Kate, Early this spring, the Flathead County GIS Department did an audit of all of the parcels that were in TIF Districts. This was done at the request of the Department of Revenue. I worked with Liz at GIS, using tax records to determine the legal TIF boundaries. I know I have made multiple maps for you for the projects that you have worked on or are working on. Anyway, I became concerned that the TIF boundaries that you have on these maps may not be 100% accurate now that the County has an official TIF boundary GIS layer. For instance, the Airport TIF actually follows the parcel boundary instead of Ashley Creek on the SW side of the District. This change is a result of the County changing the city limits boundary to follow the parcel boundary instead of the creek. Whether it was correct to change that, is not my determination. It seems that if the original metes and bound description of the annexation that included that parcel said that it followed Ashley Creek, then that would be where the city limits boundary would have been, regardless of where the parcel boundary was. Anyway, I run into this kind of discrepancy often, with the County GIS Department. Anyway, I am going to prepare you some maps of the official TIF boundaries and email them to you, so that you can compare them with what you have on all of the maps I have created for you. If you find discrepancies, you may want me to make new maps. That would be a pretty big job, as I've made quite a few maps for your projects. And perhaps it's not a big deal if they are not legally exact, but I just wanted to let you know about this. I will try to send you the maps of the other TIFs sometime today, and if not it would be Monday. Here is a map I just created for the Airport Redevelopment Plan which shows the new official Airport TIF boundary. I am having problems getting an official name for this Airport Redevelopment/Urban Renewal Plan/ whatever. I have made quite a few maps for you of this project, so I imagine they will all have to be recreated when an official name is assigned and with whatever other changes there may be. Or should I even worry about it? Let me know what you think. Cookie Kate McMahon 406-863-9255 www.appcom.net
