Gary,
Attached is the draft Master Agreement and draft Amendment No. 1 (scope
of work for EA Update) for the Kalispell City Airport. As I mentioned
in your office today, the Fred would like to get this on the City's
agenda for the meeting on November 16th. To meet this deadline, I need
to submit the final Agreements and fees to the Fred and the City on
November 11th. As we discussed in your office, there is the potential
that the work scope may change after the City, FAA, and Stelling conduct
a scoping meeting for the EA effort. We propose to handle any scope
changes with an amendment if necessary. I will be working up the
manhour estimate and fees on Monday and should have a better idea on
where our fees will be at that time. If an IFE is required, we would
need to address it through an amendment also. As I indicated in our
conversation, there is some urgency to get under contract soon while we
have a known support with the current City Council and Mayor. After the
first of the year, there is a possibility that some effort will be
needed to educate the new Mayor and new Council members on the need for
this project. We would appreciate any effort you can make to expedite
your review of these items.
