RE: EA for airportI think Scott may have that slightly mixed up. EA's are good for 5 years. We don't have to do them every 5 years. EA's are necessary if any changes are to be made at an airport as well as if federal funding may be used. Council had previously (prior to my arrival here, indicated forward movement on the airport improvements and that would necessitate a new EA. The timing is not odd from that standpoint but since we have decided to begin a community conversation process, it may appear odd now. The reason I decided to bring this forward to Council now is so Council can determine if the information gathered during an EA would be helpful for their decision on which way they wished to proceed with the airport. You may want to table but that is Council's decision, not mine. I hope this helps explain why this will be on the agenda on Monday. Please let me know if you have further questions. He said Charlie told him there was going to be an agenda item Monday for the Council to select a firm to do an EA for the airport. According to Scott, Charlie said an EA had to be done every 5 years. I worked with EAs for many years and I have never heard of such 5 year law or regulation. I realize the existing EA's applicability had lapsed and we are at square one. Would you please have a copy of that 5-year law or regulation put in my box as it just doesn't make sense. If there is such an agenda item on Monday's meeting I need to know the regulation. An EA at this time seems strangely premature considering all the public comments and it makes me wonder -- what is the November 30 meeting suppose to accomplish and what is the rush. Bob Hafferman
