Charlie:
I have added the following one-liner to the aircraft
exemption noted in the original noise ordinance. My thought is that
this would imply forthcoming regulations without specifying a date
certain for completion or creating a duty to conduct a study. My
thought is that if we could not show the aircraft was not in compliance
with regulations which have not yet been implemented, we would not have
a basis for citing an aircraft operator under the noise ordinance. Do
you believe we need more?

5. The sound was produced by an aircraft, in flight, or in
operation at an airport acting in compliance with the “Aviation Safety
and Noise Abatement Act of 1979” (Pub.L. 96-193) as implemented by 14
C.F.R. §150.
