Apparently the FAA will need an executed Agreement before they can issue the grant offer. I can add a statement into the Agreement that states the Agreement is contingent upon the City
being issue an FAA grant if that will be acceptable?

Gary,
The Sponsor is planning on requesting City Council approval on the Contract
and Grant Offer together once the offer is made. Therefore, I won't be
able to get you the executed contract until after the Council meeting and
after the grant offer is made. Is this a problem?

Jeff, we received a signed copy of the grant application and expect to
issue the grant offer by mid July pending AIP authorization.
Please provide our office an executed copy of the planning services
contract, checklist and sponsor certifications.
