PERFORMANCE BOND REMINDERS: Johnson reported the landscape bond for Spring
Creek is set to expire the end of August and Fincher said he thought they had gotten an extension
to October but that might have been for their playground/park area and will check on it.
Johnson noted Cornerstone Church's bond expires in mid -September and Conrad noted they
received an extension and Castles received a copy and prepared a memo for the file.
OLD BUSINESS: ASI (Van E Apartments) — 420 Grandview: Conrad reported they are
close to providing the city with the signed PILT agreement. Burnham said the utilities issue is
resolved but they still haven't received the stormwater downstream analysis.
Smith's — 195 3"d Ave EN: Nothing new.
NEW BUSINESS: Spill the Beans — 1721 Hwy 93 S: Burnham said Public Works looked at
the utilities and on the utility plan the building already has its own water and sewer connection
and it is not tied into the Outlaw Inn. Sorensen said planning staff is waiting for a cross -easement
to allow for the stacking of cars onto the Mountain West Bank property and a revised easement
to allow construction in the area labeled with an easement requiring pre-existing buildings to be
removed. The committee agreed to approve the project with the condition that the
easement issues must be addressed prior to the building permit being issued.
Cedar Commons —125 Cedar Commons: Sorensen noted this project is a duplex that is being
added to an existing apartment complex. Kirk Hammerquist and Bill Schottelkorb were present to
answer any questions. Kirk Hammerquist distributed additional information that was requested.
Sorensen said the house that was on this lot has been removed and they plan to build a duplex on
the site. He added the Architectural Review Committee reviewed the project and didn't have any
issues. Sorensen said 3 parking spots will be removed from the existing parking lot to provide
access to this lot, which will be a driveway that will be paved from the garage to the existing
asphalt. Sorensen reviewed the drawings for the committee. Hammerquist reviewed their plans for
connection of utilities and Castles noted there will only be one service line to the duplex with one
meter in the pit however they can have 2 meters inside the units. Hammerquist said they would
rework the drawings. The committee agreed to approve the project with the condition that
the water service issues will be resolved with Public Works prior to the building permit
being issued.
Landscape Ordinance: Fincher distributed copies of the Landscape Ordinance and asked for
comments on content prior to the planning board packets being mailed by September 7th. The
city attorney will also review the ordinance and meet with Parks to discuss changes. Further
discussion was held regarding the issue of current properties with rock in the boulevard and Jentz
said they would probably be grandfathered in and not be forced to remove the rock. The planning
board will hold a work session on the Landscape Ordinance at their September 14th meeting.
PLANNING OFFICE ITEMS: DNRC/FVCC Conditional Use Permit — 2250 Hwy 93 N:
Conrad reported a conditional use permit has been submitted that would allow DNRC to lease their
former campus to the college to hold classes and for administrative offices.
OTHER REPORTS: Sorensen reviewed the council's work session regarding adoption of a
business registration program. The council directed staff to move forward with the program
and requested at least one public meeting be held before a public hearing is scheduled.
Sorensen reviewed the council's work session on annexation of wholly surrounded properties
and noted the council did not support the proposal at this time.
Castles reported the driveway from West Reserve Loop to the Glacier High School parking
will be constructed, but not to any particular standard, until the time Wolfpack Way is
constructed. Then the driveway will be torn out and the city will insist that the intersection at
Wolfpack Way and West Reserve Loop is signed and striped in accordance with MDT standards.
Diehl noted the Gardners agreed to install a hydrant on the NW Truss property as part of the
Fire Department's approval of their annexation and to date that has not been done. Conrad said
he had sent them a letter some time ago reminding them of that agreement. Castles said Public
Works approved the plans and he also thought Gardeners had gotten approval from DEQ. The
property is for sale and it was suggested that a certified letter be sent to the real estate agent
advising them of that agreement and they would have to disclose that information to the purchaser
of the property.
Phase 2 of Spring Creek Apartments is scheduled to begin next week. Howard Construction will
be the contractor.
James Freyholtz, MDT received a proposal for 2 bus shelters on Highway 93 North, one just north
of Meridian Road and the other north of Commons Way and asked for any comments. After further
review of the location the city felt the locations should be denied based on the lack of sidewalks; that
those locations are not currently scheduled stops; and they didn't think these locations would serve
many riders. Freyholtz and the committee felt additional bus stops inside the hospital complex or near
Glacier Bank would serve more people. Jentz noted a letter from Eagle Transit should be sent to the
city indicating whether these locations were proposed being considered for future stops and the city
may reconsider their recommendation.
Freyholtz noted MDT has received a request from Parks & Rec for directional signage on Highway
93 North directing drivers heading north to the Kids Sports complex. Fincher said they have
discussed an archway off Four Mile Drive at the entrance to the Kids Sports complex (which
wouldn't be very visible from the highway) and also there have been discussions about a sign that
would be placed at the intersection of Four Mile Drive and Highway 93 North on the Kids Sports
property but he wasn't aware of the directional signage request Freyholtz mentioned. Freyholtz said
he would contact the Parks Director Mike Baker.
Jentz reviewed a recent meeting with Hubert Turner regarding the phases of Willow Creek and noted
due to the location of current utilities Turner may be coming in with changes to his phasing plan.
Castles noted he has had discussions with Turner where he indicated that Public Works would only
approve final plats that had water, sewer and stormwater improvements completed and Jentz agreed
each phase has to stand on its own. Further discussion was held.
Jentz also reviewed the proposal to transfer a portion of the Railroad R/W from MDT to the City
of Kalispell north of Willow Creek subdivision and the bridge that Turner is proposing for the
Meridian trail crossing. There was further discussion regarding responsibility for maintenance of the
pedestrian bridge.
