08-05-10 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 5, 2010 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, Asst. City Engineer Frank Castles, Deputy Public Works Dir. Jeff Clawson, Building Official Tom Jentz, Planning & Building Director P. J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Legends Court — They got an extension on their bond. They are trying to get the work completed before the first frost. Wal-Mart — Parks and Zoning are okay with releasing their bond. Clawson noted that they were supposed to put in a demising wall in the back for egress through their storage area, too. Gary Hoes from the Building Dept. will go up there to make sure that has been completed. Montana Club — Their landscape island has not been put in yet and they were supposed to extend a parking space, which also has not yet been completed. OLD BUSINESS: ASI, (Van Ee Apartments) — 420 Grandview Drive — They have worked out their easement issues with some clarifications for Public Works. Public Works is still waiting for the downstream analysis. NEW BUSINESS: Smith's — 195-3'd Avenue E.N. remodel and new pharmacy drive-thru — Public Works has no stormwater issues. The committee is concerned about traffic and feel they definitely need a redesign. Discussion was held regarding the exiting options onto 4th Ave E.N. It was suggested as an option that they only have a pneumatic tube and not a window so it can be moved back, away from the exit, which intersects with Montana Street. The possibility of putting in a concrete divider with a hard pork chop was also suggested. Asst. Fire Chief Dedman stated previously that he was concerned about this change because it would cause cars to be in the fire lane. Burnham suggested they slide it to the west and about 40 feet back so there could be a traffic mixing zone before you get into the four -lane exit on 4th Ave E.N. Two spaces would be the minimum. You need 20 feet to be able to make the turn. There would be two stack spaces with one at the window and one behind them. We need to get the Fire Chief s input. Public Works is okay with the drainage. PLANNING OFFICE ITEMS: There will not be an August Planning Board meeting. OTHER REPORTS: Immanuel Lutheran Home — Some follow-up items regarding the island off of Claremont, they made some adjustments and narrowed it down to two handicapped spots. They have enough for a one-way. Public Works would like ramps put in. Castles stated they need to paint the sidewalk. Snow removal may be an issue in there. There will be a bus drop off area. They have some parking spots that come close to the property line on the north. They will be adding some parking spaces. The main concerns may be fire issues. Restaurant - A four -unit tenant building possibly converting to a restaurant on Center Street, across from Les Schwab. They will be talking with Public Works about impact fees and grease interceptors. They will bring in a basic site plan. Parking may be an issue. Freedom House — (near Legends Field) will probably be relocating to the 1000 block on South Main, on the north east corner. There is no residential neighborhood at the new location to object. Coffee Shop Requirements — Burnham asked about drive-thu coffee shop requirements. The City requires they get a foundation permit and connect to potable water and sewer. Burnham noted the Outback Java Shack previously located at the Salvation Army parking lot had moved and he thought they were going in across the street and south. No one knows where it is presently located. Clawson mentioned that there was someone interested in putting a coffee shop in near the Outlaw where the old Blimpie's was located. Taco Bell North — They had requested going in near Home Depot previously — there has been no movement on that project. Costco — A request to add an above ground tank, 1,200 gallon, of fuel additives - they will be coming in to talk with us. The meeting was adjourned at 10:55 a.m.
