OLD BUSINESS: ASI (Van E Apartments): Nothing new to report.
NEW BUSINESS: DNRC — New Storage Building — 655 Timberwolf. Sorensen reported they
are planning a new storage building on their campus. He indicated a site plan was not provided but
the building should be located to the rear of their main building. The building will house storage and
a seedling cooler. When the site plan is received, the committee will review the project again. There
was discussion on impact fees that will be applicable based on the additional information received.
West Center Street (formerly Chris' Auto) — Drive -through coffee shop: Sorensen reported the
used car lot will be converted to a coffee shop with a drive -through window. They have already
talked to Public Works about impact fees. Sorensen reviewed the interior floor plan. The site is paved
and will need to be painted but they will be able to meet the required parking spaces, which also
includes 1 handicap space. Fincher said he would visit the site to look at the landscaping. Sorensen
said this project will be on the agenda next week.
PLANNING OFFICE ITEMS: Willow Creek PUD/subdivision: Conrad said Willow Creek went
to a planning board work session on Tuesday and the board didn't have any huge issues with the
subdivision but their biggest concern was not increasing the stormwater flow rates. Burnham said
Turner will have to retain stormwater on site unless they construct downstream improvements.
Conrad noted since the developer of Willow Creek will be required to cross the Great Northern Rails
to Trails bike path Turner needs to come up with a plan for that crossing and have it approved by the
Rails to Trails committee before he can proceed with the crossing.
Another planning board work session will be held on April 27th to discuss the city's annexation
policy.
