OLD BUSINESS: ASI (Van E Apartments) — Elkins noted that Building is done with this,
but Public Works still has a drainage issue with it. Burnham stated we are waiting for the Down
Stream Water Analysis from Morrison-Maierle. Conrad noted the Payment in Lieu of Taxes
Agreement also needs to be signed and returned. Elkins will include these in a letter to them.
NEW BUSINESS: Western States Insurance — 33 Village Loop; 7,000 sq ft new office
building on Village Loop and Evergreen drainage plan. They will bring in a better site plan.
They have some buffering requirements so they will reorganize the parking lot, including
landscaping in the center. Right now there is a just a large square asphalt pad. The address issue
was discussed. 33 Village Loop is what they are using now. The front door is on West
Evergreen Drive. Public Works will talk with Fred Zavodny about this. Their driveway access
is off of Village Loop. They went to Architectural Review on Tuesday. Burnham met with them
on site about a month ago. Sidewalks are a concern. This is a remainder tract that was left
outside of the subdivision so the infrastructure has not been completed. Will need to install these
sidewalks as part of their deal. They want to run sidewalks across the landscape boulevards for
connectivity. Johnson said it needs connectivity. The original developer was George Schultz.
Gary Wardell is the contractor now. We are waiting on updated site plans. Architectural Review
added a request for landscaping, dormers, landscaping along the base. Burnham suggested to
them they move the building closer to Village Loop and put the majority of the parking behind
the building, and then put landscaping out front. Their plan will function, but will not look as
nice. We will suggest they do something different with the sidewalks.
PLANNING OFFICE ITEMS: Willow Creek PUD/subdivision: Conrad is finishing the
staff report on this project.
The June Planning Board Meeting — A Use Permit for a group home; the Use Permit for the
Immanuel Lutheran Home expansion and expect to receive the application next week; and Faith
Covenant Presbyterian Church on Third Avenue and Sixth Street East is doing a minor
expansion. They plan to pave the parking lot and the unpaved alley, where there are some
residential encroachments in the right of way. Johnson noted the sidewalks in front of the
building are broken and need to be replaced.
We have a referral from the County on Cottonwood Estates on Helena Flats Road regarding
their sewer capacity. Conrad stated that, in a city subdivision, we would typically require
reserving right of way to the south and to the east for future development. They are dedicating
additional land for a bike path, but there is no indication that they will put one in. Burnham
stated Public Works completed the whole review when this was brought in previously. Jentz
mentioned there is a capacity issue.
Jentz discussed the Annexation Policy Update the Planning Board is working on. They have
created a boundary. This will set up a more firm policy and would help us work with projects
like Cottonwood and Mike Anders. It puts Village Greens on the boundary. The Council is
looking for a more firm policy on when we should annex and when we shouldn't. Jentz will
bring the map to our next meeting. Burnham asked how many years of lots we have added right
now at our current growth rate. Jentz stated we have three years of preliminary platted lots. We
have 840 final platted lots, which is also about a three year supply, if we get back to normal
again. Our subdivision lots and preliminary plats are in great shape. We have planned
communities with a large amount of potential lots, but nothing on the ground. Jentz stated we
have done some long range plans, ten years, that are in good shape. We need to plan for
annexation now so we will be prepared when the pressure is on and we don't have time to plan
for annexation.
Regarding Silverbrook, Johnson said Schellinger fixed the manhole problems. There are three
lots with service lines that come off the main that Schellinger will eventually fix. They have to
dig across the street to fix them. The major issue is taken care of. Building permits are OK to
issue throughout the subdivision.
At Three Mile Views, Neuharth has plans for one or two townhouses, and he will be using the
existing foundations. Elkins asked if it is okay to issue those building permits. Johnson
explained that there are three sewer saddles there that have not been fixed. The stormwater is in
there. These have to be fixed before we do any tie-ins. They need to pour concrete around them
to seal them up. Right now there is too much water in the ditch to do it adequately. Siderius is
supposed to take care of things. Paul stated that the water and sewer lines are stubbed out to all
those properties. The corner lots only have one 3/4" line, and could be apartments or single
family units.
