05-20-10 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 20, 2010 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, Asst. Civil Engineer Tom Jentz, Planning & Building Director Charlie Johnson, Construction Mgr. P.J. Sorensen, Chairman Kathy Kuhlin, Recording Secretary GUESTS: James Freyholtz, MDT and Gary Wardell HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: None. OLD BUSINESS: ASI (Van E Apartments) — 420 Grandview; new senior apartments. They are working on their stormwater but we haven't received anything back from them yet. Western States Insurance — 33 Village Loop; new office building. We received their updated site plan. Burnham stated they have resolved all of their Public Works issues except where they punch the two sidewalks out to the road. Their sidewalk that comes out doesn't connect with any other sidewalk, but they will ask Tom Sands to put in another sidewalk on the other side of Village Loop in the landscape boulevard as they have a lease for 15 additional parking spaces on that side. The second sidewalk is by the north door, which will be an employee entrance. ADA access will need to be put on both sidewalks with an approved ramp at the curbs. Stormwater retention is presently where the sidewalk on the south on Evergreen needs to be. Burnham mentioned they could do payment in lieu for the south sidewalk or move the stormwater onto their property and install the sidewalk. We need parks to sign off on this. They have 22 parking spaces plus a bike rack. Lighting was discussed. They will not be putting any lighting in the parking lot, but there is a preexisting street light on the south corner of the new driveway. This is approved by Site Review. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Conrad stated there are three use permits for the June meeting. Regarding Faith Covenant Presbyterian Church on Third Avenue East and Sixth Street East, they are doing a 1,300 sq. ft. expansion with two floors, classrooms, bathrooms, and an elevator. They plan to pave the alley as well as their parking lot and replace portions of the sidewalk in front. We need a parking lot plan and a paving plan. Conrad will discuss the street trees with Fincher. There is some concern about our garbage truck making it through the alley once it is paved. There is a utility pole in the alley that is encroaching. The City needs to decide where the dumpsters will go if this is paved. Right now, this is a dysfunctional alley. The required landscaping that will go in their parking lot will force drivers into the alley that has the utility pole and garbage cans in the right of way. Burnham and Johnson will go look at the alley. Faith Free Lutheran Church on Liberty Street and Northern Lights Boulevard. They are doing an expansion to the west with new covered entrances, adding onto their kitchen, a large 60' x 100' meeting room/stage, and punching out their driveway to a private road to the west. Their parking appears to go into the right of way, but this is not an issue. Fire flow may be an issue, and they may need to sprinkler to meet the fire flows. They do not have any street trees in the boulevard. The meeting room will house 300, so the whole building will need to be sprinklered or put in fire separation walls. They still need to come back for their building permit. We could require sidewalks from the new parking lot back south to Liberty Street. Johnson and Burnham will take a look at this project today. The City is scheduled to install a loop in this area, as it is listed on the Capital Improvement Plan. They may need to wait until the City puts this in or do a cost share to get it done sooner. Buffalo Hill Terrace and Immanuel Lutheran Home on Claremont Street. They need to move the parking spaces in the front closer to the building and then reconfiguring the island along Claremont Street. They will be adding a sidewalk connection from the 16 bed rehab therapy cottage over to the sidewalk along Claremont. Diehl stated there are no problems with fire truck access to any of the new buildings and he is okay with this project. They still need to come back for a building permit. OTHER REPORTS: There is a remodel going on at the Blue Building. 300 sq. ft. addition for the elevator. Mostly interior work with some minor parking lot changes. The Social Security Office is remodeling by breaking into two different halves. Mostly doing interior work with initial permit and then in the next few weeks they will come into Site Review and Architectural Review for some parking lot changes and lighting changes. Johnson noted that MDOT has some pretty extensive plans for Corporate Drive coming up. The City recently replaced many water lines and valves out there and were informed that we may have to do these again. The meeting was adjourned at 10:45 a.m.
