OLD BUSINESS: ASI (Van E Apartments) — 420 Grandview; new senior apartments.
They called for some clarifications, Conrad responded, and we should receive something back
within a month or so. They are trying to finish up their HUD grant, and so they have to tie in
their PILT payments with their HUD grant and then get back to us. Drainage is still an issue.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Conrad asked Fincher if he had any comments regarding the
three use permits for the June meeting.
Buffalo Hill Terrace and Immanuel Lutheran Home on Claremont Street. He would like to
have them incorporate street trees where old vegetation will be taken out along Claremont Street,
and have one or two trees put in along Crestline. Conrad will note they need to work with the
Parks Department to develop a Street Tree Planting Program in concert with their Parking Lot
Plan and Building Plan.
Faith Free Lutheran Church on Liberty Street and Northern Lights Boulevard. They are doing
an expansion to the west with new covered entrances, adding onto their kitchen, a large 60' x
100' meeting room/stage, and punching out their driveway to a private road to the west. Fincher
would like to see street trees along Liberty Street along the boulevard for at least 110 feet in
conjunction with their new development addition. At the 60' private road, the building goes
right up to the easement. We could take that easement down to 45 or 50 feet and have them take
their setback off of that, since Public Works considers this as more of a driveway. Otherwise,
they will need to shrink their building by 15 feet. They still need to come up with a stormwater
plan. There are access driveways off of Liberty Street. They are getting rid of an entrance and
an exit and restoring a different entrance/exit. The private drive was designed as a secondary
road when the Lantis project went through. Since they gave Lantis this property, they could ask
them for some of it back to accommodate their expansion. The Northern Lights access frontage
would need to be brought up to a City standard with landscape boulevard, curb, and sidewalk.
Faith Covenant Presbyterian Church on Third Avenue East and Sixth Street East. The Parks
Department needs a letter from them about them removing a tree and we will correspond that
they can take the tree out at their own expense. They need a Sidewalk Replacement Plan and a
Parking Lot Plan. The alley is on the Public Works list to be paved in Fiscal Year 2010/11.
OTHER REPORTS: South Woodland Mobile Home Park on Haven Drive and South
Woodland Drive, right in the middle of the Green Acres island. There are 34 mobile homes in
this park. The developer wants to split off his house and one mobile home as a single lot
subdivision so if his septic fails, he will have the option to hook up to the City's sewer. This
would create confusion for the fire and police department. We could have him sign a waiver of
annexation. The 33 mobile homes that would be left in the park will need sewer eventually.
They do not need our utilities at this time though. They could create an SID to take care of this
along with their grant money they have received to help with these upgrades. Diehl stated
previously that he would be okay with serving this single lot subdivision.
Fincher stated that they are having issues with the well at KidSports, and he is interested in
obtaining information on some other City wells. He was referred to Susie Turner or John
Cureton.
Clawson received a call about the snow loads for a metal building at Flathead Valley
Community College. He had no idea what it was going to be used for. This size will be 40 feet
by 80 feet and 20 feet tall. No one had heard anything about this.
Krauss had a voice mail message from Miriam Ahser who is interested in turning a building on
East Center Street into an Opera Center.
Cottonwood Estates — Subdivision on Helena Flats. Conrad had submitted comments to the
County about providing a 60 foot easement to the south for future connectivity and a 30 foot
easement to the east. The County didn't take this recommendation forward because the
developer wasn't interested in doing this. Conrad will clarify that the City of Kalispell requires
this as part of the infrastructure plans and that this needs to be shown in the plans. They would
not have to build the street, but they would need to dedicate the easements. Police and Fire are
requesting the 60 foot easement. Connectivity helps with traffic patterns and emergency
responses. Conrad will write a letter to push this issue.
Cornerstone Community Church on Highway 93 in Northridge —About two years we gave
them a waiver to do a subdivision to create one lot on the corner where the Valley Bank was
going to go. This was finalized through the Council and they submitted a Subdivision
Improvement Agreement to do improvements along Northridge Drive to upgrade it to current
City standards. The bank is not ready to build there yet. The SIA runs out this September. They
could ask the Council for an extension. They have final plat. Public Works would support the
extension of their SIA for another year or 18 months.
Trumble Creek — Council was to approve the annexation policy, but it is still waiting to be
placed on their agenda, and the draft policy states that we shouldn't cross the Stillwater
River/Whitefish River, which would mean then that it would be either an Annexation District or
a Waiver of Annexation. They want to do an Annexation District because they don't want to go
back through the County.
Village Loop — Insurance Office — Burnham noted they have their foundation permit and
Sorensen noted they have their building permit. Gary Wardell called and he referred him to
Burnham. Payment in lieu of sidewalks money should be paid and he needed to know how much
to write the check for. Burnham will give him a call.
