HEAR THE PUBLIC: None.
PERFORMANCE BOND REMINDERS: Castles said the work at Three Mile Views has been
started which includes a stormwater system and repaving the bike path. Burnham noted the curb
stops will not be removed from the bike path as originally planned.
OLD BUSINESS: Heil — 749 West Center — Sorensen said he spoke with them about the
remaining issues and nothing new has been submitted.
ASI (Van Ee Apartments) — 420 Grandview Drive — The Building Department is still waiting for
plan review comments.
Western Montana Mental Health — 410 Windward Way — Public Works said the concrete slab
with the drain already had a roof so no stormwater mitigation would be required. Diehl said he would
check to see if the use and occupancy has changed. The committee approved the project.
NEW BUSINESS: None.
PLANNING OFFICE ITEMS: Willow Creek PUD/subdivision — Conrad noted they haven't
received the materials requested. General discussion was held regarding the following:
• It is unclear what work is currently being done on site but an inspection should be completed
with the city's stormwater engineer;
• Whatever fills are placed on site need to be appropriately compacted and tested;
• The secondary access road would need to be a standard rural road section as part of phase 1;
• "No access strips" are not allowed and utilities and roads have to be brought to the furthest
extent of the property so as not to encumber another piece of land. Jentz noted this will be
added to the PUD conditions;
Casino Conditional Use Permit/Text Amendment — West Idaho and 2nd Avenue WN — Conrad
reported the developers did submit a text amendment for the casino and they are requesting allowing
other casinos within 150 feet if a highway separates the businesses. Further discussion was held.
OTHER REPORTS: Diehl asked the status of annexing wholly surrounded properties which led
to a discussion of annexing the bypass and all contiguous properties east of the bypass. Diehl said
they pass properties in the county to serve other properties in the city and those areas need to be
annexed. If there is a fire in those areas and the city may be facing liability issues. Diehl indicated the
Mayor and Councilman Atkinson support the annexation of the bypass and properties east of the
bypass. Staff indicated the next phase of annexing wholly surrounded properties will be forwarded to
council in the near future. Annexation of contiguous properties is more complicated and would
require further review. Jentz suggested the Site Review Committee review a map of the city limits to
determine the critical areas that should be annexed. Then they can make a recommendation to the
city council.
There was discussion regarding properties in Section 36 including the Grosswiler's tracts and
Bloomstone.
