TIF&TEDD
Flathead County Economic Development Authority(FCEDA) has submitted a request for$135,000 from the
Rail Park TEDD. The proposed project is to bring Rail Park Drive up to city standards so the street could be
accepted by the city. The roadbed was built to city standards at the time the Rail Park was constructed, but
due to costs and a vision of this as a private, gated road, other city required features were not built. Those
features include sidewalks and boulevard landscaping. The total project cost is estimated at$673,917.45.
This request has been anticipated by the city and is included in the TEDD budget for the current fiscal year.
Ms. Potter moved to support this application and Ms. Lemire seconded the motion. All voted in favor of
recommending this project to City Council for funding through the TEDD.
Safe Streets and Roads For All Safety Action Plan is moving forward. The first community open house event
was held in March and a second will follow in May. Information and feedback opportunities are available at

Charles Hotel Development Partners member, Bill Goldberg, presented to City Council at the March 25, 2024,
work session. Mr. Goldberg indicated current capital market conditions have hindered the project and new
investors are being developed. As the existing developer agreement's timelines are no longer possible, Mr.
Goldberg requested an extension of five years. In exchange he proposes making quarterly payments against
the 2020 appraised value of the 3rd & Main lot($270,000) until the project commences. This proposal
appeared to be well-received by Council and will be memorialized then brought to the governing body for a
vote at an upcoming Council meeting.
The city received one proposal in response to its request for proposals (RFP)for the entrance/welcome to
Kalispell sign project to be installed on the pedestrian bridge over Highway 2 at the east entrance to the city.
The selection committee will make a recommendation to City Council on this proposal at the April 15 Council
meeting.
BROWNFIELDS
Montana DEQ's Brownfields TBA program is conducting a phase II environmental site assessment(ESA) at the
city-owned 3rd & Main (Valley Bank) parking lot. To date, an underground storage tank approximately 8'
diameter and 24' in length containing an estimated 3,000 gallons of some type of petroleum product has been
discovered. DEQ will oversee the sampling, pumping, disposal, tank removal and return of the site to its
previous condition. Given the coordination of multiple tasks and subcontractors, a schedule for completion is
not known at this time.
