12-15-23 City Manager Report1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 12/15/2023 1.Parks and Recreation Forestry staff are pruning trees in the North Town Center subdivision while a contractor is completing a fifty-eight-tree removal contract. The contract addresses dead and dying trees on boulevards and in parks. Park staff continue to work on the Depot Park building, repairing walls and trim in anticipation of the inside being painted. Asbestos has been mitigated and we are waiting on an air clearance. Another contractor will be starting the processes of replacing the wood supporting columns due to deficiencies found in them and making an interior wall adjustment to match our workflow. The Public Safety building recently had a new boiler installed. The old boiler was failing after 23 years of service. A second boiler will be proposed to be replaced in an upcoming budget. Session 1 of the Learn to Skate program is underway. There are five sessions over the course of the winter. Each session will include 4 lessons that take place on Tuesday and Thursday afternoons at the Woodland Park Ice Rink. The next session will start on January 2. Skate rentals are included with the class. Registration for Kalispell Kickers indoor soccer is open. Kalispell Kickers is for youth ages 3 through 4th grade. Games will be played at Rankin Elementary from 9am-6pm on Saturdays for six weeks starting on January 20. Adult Futsal has begun and takes place at Edgerton Elementary on Tuesday, Wednesday, and Thursday evenings. The 12 Teams participating are guaranteed 9 regular season games with a single elimination, end of year tournament. Our Freeze Out camp over winter break is approaching and registration is currently open. Camp will run December 21-22 and 26-28. Participants can register for individual days as well. We have field trips and activities planned such as bowling, sledding, ice skating, and much more. 2 Glacier Cheerleading Camp will be held on Saturday, January 6, and Flathead Cheerleading Camp will take place on Saturday, February 17. Participants will learn cheers, chants, jumps, and stunts from the Glacier and Flathead Cheer team and will have the opportunity to perform their routine during halftime of the varsity basketball games. 2.Public Works Solid Waste Master Plan Since last spring Staff have been working through master planning tasks with the City’s consultant. At the beginning of the new year, we are on schedule to present and have discussions with Council on the cost-of-service analysis, financial policy, and service levels. This information will then be incorporated into the rate development process and presented to Council at a subsequent work session. A survey will also be distributed to stakeholders in the new year to obtain information on city solid waste services including customer satisfaction, alley and spring cleanups, price, etc. 2023 Leaf Collection The 2023 leaf collection season has come to an end. This year, the Public Works Street Division collected 3,975 cubic yards of leaves throughout Kalispell from mid-October to mid-November. 3,975 cubic yards of leaves is equivalent to 331 12-yard dump truck loads. The new leaf vacuum trailer increased collection efficiencies in both the downtown and outlining subdivisions. 3.Planning Department The Planning Board held a public hearing on December 12 and heard two application requests consisting of the following: 1.File #KCU-23-06 – A request from Volga Rentals, LLC, for a conditional use permit to allow the construction of four (4) multi-family residential units as part of a mixed-use development located at 63 and 65 Village Loop. The building is anticipated to be two (2) stories tall with approximately 4000 square feet of office space on the main floor and the four dwelling units on the second floor. The conditional use permit is required for the multi-family units due to its location in an RA-2 (Residential Apartment/Office) zone. 2.File # KPP-23-11 – A request from Spartan Holdings, LLC, for Eagle Valley Ranch Phases 4-6, which is a major preliminary plat on approximately 39.8 acres of land containing a total of 138 lots (130 single-family, seven apartment/office, and one potential commercial lot) as well as parks, roads and open space. It is part 3 of the Eagle Valley Ranch Planned Unit Development, which overall is an approximately 107-acre mixed-use development approved in 2018 and expanded in 2022 that includes provisions for single-family, multi-family, and office/commercial uses. The Phase 4-6 property is generally located on the east side of US Highway 93 North, to the north of Eagle Valley Ranch Phases 1-3, to the west of Ponderosa Estates, and approximately 225 feet to the south of Ponderosa Lane. The Board recommended approval of the two requests. The recommendations will be forwarded to the Council for consideration at the January 2 meeting. 4.Building Department In the last 2 weeks, we have issued permits for 2 single-family homes. This brings the total of new single-family/duplex and townhouse units for the year to 114, compared to 136 at this time last year. There have been 515 multi-family housing units issued so far this year. Last year, at this time, we had issued 466 multi-family housing units. There were a total of 198 combined building and/or fire inspections completed in the last 2 weeks. Residential – 36 Plumbing – 22 Commercial – 27 Mechanical – 27 Electrical – 20 Fire – 66 5.Community Development Community Development is working with Kittelson & Associates to finalize the scope of work and contract for services on the City’s Safe Streets and Roads for All (SS4A) Safety Plan grant awarded by USDOT for the Main Street Corridor. This planning project will be underway in early 2024. 6.Fire Department From November 29 to December 12, the Fire Department had 152 responses. Of these, there were 103 medical incidents, 11 Haz-mat incidents, 6 motor vehicle accidents with injuries, 2 illegal burns, 2 house fires, 3 fire alarm activations, and 6 public assists. The Flathead County EMS office conducted training for all crews to update best practices/ treatments for those suffering from a Traumatic Brain Injury. A Captains’ exam process has been completed. This establishes a current list for any future openings due to retirements. This also expands an availability list for those who can work out of class. 4 Our new Firefighter recruits have been training on forcible entry, patient packaging and lifting through a floor, firefighter self-rescue, etc. The Firefighters hosted a retiree’s breakfast for retired firefighters at the downtown station. This was well attended and retirees from as far away as Lewistown, MT came for the event. We have been working on development of the public education components for the upcoming Emergency Responder Levy. 7.Police Department Attached, please find the latest case report for the Kalispell Police Department.
