Frank Castles, Deputy Public Works Director Dan Diehl, Acting Fire Chief Jeff Clawson, Building Official Paul Burnham, Asst City Engineer Michelle Anderson, Recording Secretary OLD BUSINESS: Heil — 749 W Center — Nothing new has been received. Sorensen said he is presuming the building has been ordered and now they are waiting until spring to start work. ASI (Van Ee Apartments) — 420 Grandview — Public Works turned in comments to Morrison- Maierle last week and they haven't heard back from them. Sorensen said this project is also planned to start in the spring. Burnham said one issue they have run into is their funding is through HUD and HUD needs to understand that off -site improvements are part of development and they cannot simply dump their stormwater at their property line and then let someone else take care of it downstream. Burnham said they are trying to help HUD understand they will be responsible for the stormwater improvements, even though they do not usually fund off -site improvements. Public Works is waiting for solutions from ASI. Sorensen asked if they had an option to keep the stormwater on site and Burnham yes they have that alternative but it would not be a cheaper solution. Burnham added the problem is the building will be sited at the low end of their property so they used the space where they could retain stormwater. Jentz said they are also building on tract land that has never been fully improved to any standards and that is why there is the need for off -site improvements. Landstar — 119 5tn Ave W — Sorensen noted that additional copies of the revised plans have been submitted. Public Works said the storm drainage calculations were received and are still being reviewed. Sorensen said the zoning issues have been resolved with their submission of the lighting plan and Clawson added the Building Department has some unanswered questions. There was discussion regarding the need for an elevator since there is a basement with personal storage areas and offices. Burnham explained an off-line drainage system for the elevator oil to prevent dumping onto the ground. Clawson noted vegetable oil is used on properties around Flathead Lake. Clawson added an elevator would not be required because the basement is less than 3000 square feet however with the age of the residents of the home there could be liability issues and they would need a to install a lift for the storage items and residents. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Conrad mentioned the only item on the planning board's January meeting is the public hearing for the update of the Kalispell City Zoning Ordinance. OTHER REPORTS: Conrad said he is still waiting for additional information on the final plat for Ashley Heights. He noted revised as-builts need to be submitted to Public Works. Sorensen said City Manager Jane Howington provided a copy of a fund raising letter for the Hockaday which shows the facility's expansion plans. There was discussion regarding the addition of a parking lot that would require the submittal of a storm drainage plan. Sorensen said he would contact CTA to get additional information on their plans and time frame for construction. Jentz said he met again with the developers of an assisted living project on Four Mile Drive as part of the Bloomstone development. A company from Grand Forks, North Dakota is planning to purchase 15 acres for the facility and discussions on the improvements to Four Mile Drive will be reopened. Jentz said he spoke with Jerry Nix regarding a proposal to annex 10 acres on the west side of Whitefish Stage Road near Rose Crossing. Jentz said the growth policy designates this property as neighborhood commercial and the city would recommend B-1 zoning with a PUD overlay. Jentz added this property is key to protecting the R/W for the extension of Rose Crossing that Glacier Town Center was planning to construct as part of their project. Burnham thought it was a good idea because Glacier Town Center would not be able to complete the extension of Rose Crossing without the R/W. James Freyholtz of MDT said they would also be in favor of setting aside the R/W on Whitefish Stage Road for future expansion. Johnson asked for the status of the Willow Creek development and Jentz said the amendments to the project were supposed to be submitted last month. Johnson said they are doing excavation work on the property and he was concerned that the road may not be in the right location if the subdivision layout is changed. The required paperwork for the excavation has been filed with Public Works Department. Diehl asked if the owners of the Greenacres Trailer Park have come in to talk to the city about water and sewer and Castles said he spoke to Katharine Thompson of the city's Community Development office. The city would require separate water/sewer service for each unit and they would have to pay impact fees. Discussion was held regarding separate v. shared service; ownership of the units; and the possibility of a new owner who is applying for a CDBG grant to annex the property into the city and then they could provide city sewer and water. Howington said it would be similar to a land trust where the renters would be the trustees and a homeowner's association would be formed. Howington said the city deflected the CDBG application because the property was outside the city and she thought perhaps the county took it on as a way to get the property into the city. It was decided that individual service to each unit would be required. Castles reported there will be pre -construction conferences for the "Kalispell Alternate Route" held on Wednesday, December 16th as follows: 10:00 a.m. — Highway 93 South to Airport Road Section; and 1:00 p.m. — Airport Road to Highway 2 West Section. The meetings will be held at the MDT Office. Burnham said he heard a portion of the Valley Ranch development was moving forward and Jentz said they were looking at an assisted living facility with a single driveway access off of Highway 93 North. James Freyholtz of MDT said they would be limited to a 3/4 movement intersection and Valley Ranch is in the process of updating their Traffic Impact Statement (TIS). Jentz added they are amending the TIS because they will have to go before council for an amendment to their PUD. When the PUD was approved their plan was to tie into Rose Crossing but that extension has not yet been built. Burnham suggested documenting the approval of only a 3/4 movement so that it is clear they would not be able to continue development of the property until they either had a full movement or the Rose Crossing access has been built. Jentz said the developers were told that by both the city and MDT. The meeting was adjourned at 10:35 a.m.
