01-07-10 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 7, 2010 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Tom Jentz, Planning & Bldg Director Dwain Elkins, Plans Examiner Charlie Johnson, Construction Manager P.J. Sorensen, Chairman Chad Fincher, Parks Superintendent Jeff Clawson, Building Official Sean Conrad, Senior Planner Michelle Anderson, Recording Secretary GUESTS: James Freyholtz, MDT and Jim Atkinson, Eagle Transit. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Johnson said they were trying to get the record drawings and certifications for Westview Estates from WMW Engineering. Johnson added they are working on bonds for Ashley Park Phase 8. OLD BUSINESS: Heil — 749 West Center — Nothing new has been received. ASI (Van Ee Apartments) — 420 Grandview — Sorensen noted last week we discussed allowing conditional approval on this project. Sorensen reviewed the conditions of approval for the conditional use permit. Sorensen said the remaining issues are related to stormwater, the size of the water line extension, and the bike path/sidewalk plans have not yet been approved. Fincher noted the bike path/sidewalk stops short of the property line on the north and south end of the property. The revised landscaping plan, street tree plan, and PILT agreement are approved. They plan to build in March. This project will remain on the Site Review agenda for next week. NEW BUSINESS: Blue & White Motel — 640 E Idaho — Sorensen said they are looking at taking the building behind Finnegan's Restaurant and converting it from a motel to apartments. Elkins said they will take the upper units and add kitchenettes for studio apartments and the lower units they will take 2 rooms and convert them into small one bedroom apartments. The extra doors on the lower units will be changed to a window and they will remove one of the bathrooms. Sorensen added for parking the hotel use and studio parking are both one space per unit and the lower units will require 2 parking spaces, which is already provided for since they will be combining the units. Jentz noted there are some lighting issues and Johnson said there are also stormwater issues. Johnson said their dry wells are failing and they will have to address this issue and will be subject to impact fees. There are no zoning issues. PLANNING OFFICE ITEMS: None. OTHER REPORTS: Jentz mentioned to Fincher that the lights that display the flag in the city hall's parking lot are not in compliance with the city's Lighting Standards. Fincher said he would have Jerry Diegel from their department take a look at the lighting. Fincher noted he is still dealing with the Security Company on the bond for the landscaping at the Mountain Mudd location on East Idaho. A second quote has been requested and then they will be able to issue the check. Further discussion was held. Atkinson asked when the Christmas trees will be picked up and Fincher said volunteers are picking up the trees on Saturdays during January. He added the trees will be used for an erosion control project on Flathead Lake. Atkinson reported the Eagle Transit bus wrap advertising program is moving forward and we will start to see advertising on the buses probably the end of January. James Freyholtz of MDT reported the plans review for the Hwy 2 West widening project and the bike path from Ashley Creek through the Siderius property, which is a part of the Alternate Truck Route (Bypass) project, will be held on Wednesday, January 13th at 9:30 am at the MDT office.
