06-15-23 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 15, 2023 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Shane Cooke, Plan Review Patrick Jentz, Engineer III Keith Haskins, Deputy Public Works Director Miles McElhinney, Engineer II PJ Sorensen, Senior Planner GUESTS: 5 HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Planning discussed Meadows Edge Phase 1A & B bonds. Public Works and Parks would like new engineers estimates and new bonds since the existing bonds are old. Planning advised that Edge must have bonds in place prior to Phase 3 final plat. Planning will arrange a meeting with Edge, Parks, and Public Works. OLD BUSINESS: Parkland Meadows (Lot 5 - Buildings C thru E) – Airport Rd; new multifamily apartment buildings – Nothing new; Public Works continues to wait for a new site plan. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Parks is waiting on updated landscaping plans. Public Works will be sending comments out this week. This will be on the agenda next week. Six40 Lofts – 640 E Idaho St – hotel renovation to apartments – Parks is waiting for recreational amenity and backflow preventor information. Public Works sent comments out this week and advised that the sewer line south of the property was not extended to the property line. This will be on the agenda next week. Kalispell Tank & Well Project – 1110 N Main St/3221 Hwy 93 N/850 Four Mile Dr – Public Works is meeting with Parks and the Planning Director to clarify landscaping requirements. This will be on the agenda next week. Parkline Towers – 820 E Idaho – 2 new multi-family apartment buildings – Public Works sent comments out. Parks is working with the Fire Department on landscaping. This will be on the agenda next week. Parkline Towers – 820 E Idaho – storage buildings/pavilion – This will be on the agenda next week. North Annex (Old Fairbridge) – 1701 Hwy 93 S – remodel hotel to apartments – Planning advised that civils will be submitted early July. This will be on the agenda next week. Harvest Flats – Stillwater Rd & Timberwolf Pkwy – new multi-family- Public Works is still waiting on civils. Plan Review is complete. This will be on the agenda next week. Simco – 115 Old School Rd – new commercial building – Public Works has new submittal in their review queue. Plan Review is almost complete but needs to clarify parking spaces. This will be on the agenda next week. Rocky Mountain Surgical – 1400 Pondera – new commercial building – Public Works has plans in their queue. This will be on the agenda next week. Zip Trip – 305 E Idaho St – new gas station – Plans are in Plan Review’s and Public Works’ queues. This will be on the agenda next week. RDO – 3145 US Hwy 93 S – addition – Public Works has an email out for reports. Planning advised that there is no contractor listed on the permit. This will be on the agenda next week. WFCU – 2000 US Hwy 93 S – parking lot – Public Works’ review is complete but needs to calculate engineering review fees. This will be on the agenda next week. OTHER BUSINESS: Stillwater Village – Public Works discussed relocating the sidewalk and park connections and will send their proposal to Parks for feedback. 375 College Dr – Planning and Public Works discussed a land swap, easement for alley access, and an encroachment permit for water and sewer access. Fire Department has not provided preliminary comments yet. Planning to discuss details of the land swap with the City Attorney. Norwood Flex – Ryan Blumer from Jackola provided revised plans for preliminary comments and discussed stormwater retention, pre-treatment, outfall connections, and right of way access. Plan Review to research the right of way access requirements and advise Planning.
