1. Parks and Recreation
Our seasonal turf maintenance of city parks continues with spring rains prolonging our
processes.
Lawrence Park restrooms had a septic pump failure last week. We were able to replace
the pump this week and now have the restrooms operational again.
Forestry staff are pruning trees along 5th Street West. A forestry contractor is currently
removing thirty-eight dead and dying trees throughout the city. Another forestry
contractor continues to remove storm damaged trees from the November snow event.
The DNRC recently completed an inspection of the dying Douglas fir trees along the
Woodland Park hillside and determined that Armillaria root rot is the cause. In time, dead
trees will be removed, and diverse native species replanted.
We are entering the final week of Spring Soccer. Games are played on Wednesdays and
Fridays from 5:30 - 7:45. Last week’s games were cancelled due to air quality (smoke)
and will be made up this week. Games are played at the Kalispell Youth Athletic
Complex.
The registration deadline for Adult 7v7 Soccer is June 2. The
league is set to start on June 15, at the Kalispell Middle School
fields.
The registration deadline for session 1 of Summer Sports Camp
is June 9. Session 1 of Sports Camp starts on June 26 from 9am -
12:30pm at Thompson Memorial Park.
We are putting the finishing touches on our Camp Woodland summer
day camp program. We have a few spots open, but the days are limited.
Our other summer camps have plenty of spots open including Arts
Camps, Dance Camps, Zombie Survival Camp, and more.

Recreation Staff are getting Woodland Water Park ready for the season including making
repairs, inspecting equipment, filling pools and balancing water chemicals. The pool is
scheduled to open on June 14. We are in the process of hiring aquatic staff, including
lifeguards and water monitors, and will continue to take applications until we are fully
staffed.
Our annual Swim Lesson signup event will be held on June 3, at Woodland Water Park
from 8:00am - 3:00pm. If you miss the event, you will be able to sign your child up for
swim lessons at Woodland Water Park after the pool opens on June 14th.
2. Police Department
Attached, please find the lates case report from the Kalispell Police Department.
In early May, several patrol officers trained on bus assault and hostage rescue with
tactical instruction on the complexities and considerations of assessing and resolving
hostage situations.
Detective Sweigart attended Arson Investigation training that focused on completing a
thorough fire investigation from origin and cause to report writing.
Sgt Webster, Detective Gray, and Detective Williams presented to residents at Prestige
Assisted Living on how they can protect themselves from phone and online scams.
Several officers attended an interview and interrogation training specializing in effective,
ethical, and evidence-based interview methods.
Officers Frame and Daniels are both in the final stage of the Field Training Program.
Sergeant Bain and Officer Fusaro participated in “Careers on Wheels” day at West
Valley Elementary School. Sergeant Bain and Officer Fusaro talked with children about
being a police officer and what it was like to be a part of the Special Response Team.
Year to date calls for service for patrol stands at 15,500 compared to 14,583 in 2022 and
13,831 in 2021.
Year to date for detective felony cases stands at 252 compared to 290 in 2022 and 220 in
2021.
3. Planning Department
At the next Planning Board meeting on June 13, the Board will hold a public hearing and
take public comments on the agenda items listed below:
1. File #KPUD-23-01 and KPP-23-04 – 430 Stillwater Road LLC has submitted a
Planned Unit Development (“PUD”) application for an amendment to the existing

Stillwater Crossing Residential Mixed-Use PUD and a new preliminary plat on
approximately 17.89 acres of land within an existing R-3/PUD Zone. The subject
property is located at 430 Stillwater Road at the intersection of Stillwater Road
and Four Mile Drive. The original plan included 83 single family lots and 192
multi-family units on approximately 28.2 acres. This proposal would replace the
83 single family lots with 24 townhomes and 120 multi-family units on the 17.89
acres while maintaining the 192 multi-family units and neighborhood commercial
area that were part of the original plan.
2. File #KPP-23-05 - A request from Stillwater Corporation for major subdivision
approval of Kalispell North Town Center Phase 4. The subdivision is located
within Kalispell North Town Center (previously known as The Glacier Town
Center PUD) and is generally located south/east of Cascade Loop, west of
Jefferson Boulevard and north of Lincoln Street. Overall, Kalispell North Town
Center is 485.5 acres and includes four zoning designations of R-3 (single-family
residential), R-4 (two-family residential), B-1 (neighborhood business), and B-2
(general business). The subdivision request encompasses a portion of the
commercial component of the PUD. Phase 4 is approximately 11.73 acres and
includes 10 commercial lots, common area, and a new city street.
4. Building Department
In the last 3 weeks, we have issued permits for 6 single-family homes. This brings the
total of new single-family/duplex and townhouse units for the year to 25, compared to 88
at this time last year.
There have been 91 multi-family housing units issued so far this year. Last year at this
time we had issued 247 multi-family housing units.
There were a total of 297 combined building and/or fire inspections completed in the last
3 weeks.

5. Community Development
On behalf of the Morning Star Community, the City of Kalispell has been awarded a
Montana Coal Endowment Program grant award in the amount of $750,000 that will be
used to construct water and sewer main extensions allowing the mobile home community
to connect to city sewer services and replace the current, failing systems.
Montana Department of Transportation’s (MDT) Request for Proposals for the West
Reserve Drive will be published July 10, with the project scheduled to be awarded

November 28. It is expected that the selected design-build team will be given notice to
proceed on December 12. The West Reserve Drive: Hutton Ranch Road to Whitefish
Stage Road Intersection project is funded by the US Department of Transportation FY22
Multimodal Project Discretionary Grant (MPDG) Rural funding program.
6. Fire Department
From May 10 to May 30, the Fire Department had 256 responses. Of these, there were
192 medical incidents, 6 motor vehicle accident with injuries, 8 fire alarm activations, 10
public assists, 2 Haz-Mat incidents, 3 electrical fires, 5 unauthorized burning complaints,
and 30 dispatched and canceled enroute.
The Assistant Chief participated in a weeklong Fire Investigation course in Belgrade,
MT.
The Assistant Chief and Firefighter Felts assisted with firefighter testing in Billings. This
test was to establish a hiring pool of candidates for future openings for most career
departments in the state.
KFD has been assisting with Flathead Valley Community College Paramedic student
precepting ride outs.
The Fire Chief met with several agencies and Burlington Northern Railroad on training
later this summer on a simulated railroad incident.
Kalispell Fire with area agencies and Logan Health participated in a community safety
event (“Spring into Safety”) at the Fairgrounds on May 20.
7. Public Works
Consumer Confidence Report (CCR)
The CCR or Annual Water Quality Report has been
completed for 2022. Notices of the report are
advertised in the utility bills. The CCR is an annual
water quality report the City provides to its customers.
This report summarizes information regarding sources
used, any detected contaminants, compliance, and
educational information. A link to the report can be

Solid Waste Annual Spring Cleanup Collection Day 2023
The City of Kalispell’s Solid Waste Division completed their annual spring cleanup for
residential rollout customers during the month of May this year. This annual service
allows residential rollout customers to put large items and excess household items on the
curb for rear loader pickup. These items may consist of couches, furniture, pianos,
washers, dryers, yard debris, large boxes and other items that do not fit in their rollout
container. This service does not allow the collection of any hazardous products like oils,
antifreeze, batteries, pesticides or weed killers. Crews operating a rear loader collect the
large items and delivers them to the County Landfill.
In addition, to their routine collection duties, the Solid Waste Staff during Spring
Cleanup week removed around 51 tons of debris, as compared to 29 tons in 2022, and
hauled 33 household appliances to the landfill.
