05-18-23 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, May 18, 2023 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II PJ Sorensen, Senior Planner Patrick Jentz, Engineer III Rick Parker, Commercial Plan Review Chad Fincher, Parks Director Jarod Nygren, Development Services Director GUESTS: 5 HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Planning is meeting with Sunrift next week. Meridian Court Apartments will be sending the engineers estimate for a storm drain and landscaping. OLD BUSINESS: Parkland Meadows (Lot 5 - Buildings C thru E) – Airport Rd; new multifamily apartment buildings – Public Works continues to wait for a new site plan. Planning advised that the final plat application has been received. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works is reviewing new plans. Planning will be meeting with them regarding the southwest parcel and access road requirements. Parks is waiting on landscaping and irrigation plans. This will be on the agenda next week. Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – Planning advised that they are getting a cost estimate from LHC. Parks advised that the irrigation has not been defined. Public Works needs a backflow moved. This will be on the agenda next week. Six40 Lofts – 640 E Idaho St – hotel renovation to apartments – New plans with water service and hydrants per Public Works’ comments were received. KLJ advised that he will be sending the full submittal next week. Plan Review is in the process of reviewing and Parks meet with KLJ to discuss landscaping. This will be on the agenda next week. Kalispell Tank & Well Project – 1110 N Main St/3221 Hwy 93 N/850 Four Mile Dr – Public Works is working on revised landscaping plans based on Parks’ comments. This will be on the agenda next week. Parkline Towers – 820 E Idaho – 2 new multi-family apartment buildings – Public Works has the resubmittal in their review queue. Parks to review landscaping plans, and Planning advised that they should be receiving stair plans soon. This will be on the agenda next week. North Annex (Old Fairbridge) – 1701 Hwy 93 S – remodel hotel to apartments – Nothing new. Planning emailed the architect and Jackola requesting civils. This will be on the agenda next week. Take 5 Oil Change – 52 N Main St – oil change service center – Public Works’ review is almost complete. Pre-treatment still has comments out. KLJ will check and advise on the lot aggregation status. This will be on the agenda next week. 406 Spa – 1315 US Hwy 2 W – addition – Jackola is working on drafting the easement. Public Works and Jackola discussed a water valve location. Public Works will check with DEQ regarding MFE requirement. Jackola advised that the last of the required documents and deposit are being worked on. This was conditionally approved. Harvest Flats – Stillwater Rd & Timberwolf Pkwy – new multi-family- Planning advised that the architect is working on civils and addressing Plan Review’s comments. This will be on the agenda next week. Simco – 115 Old School Rd – new commercial building – Public Works is still waiting on the full submittal and design report. This will be on the agenda next week. Zip Trip – 305 E Idaho St – new gas station – Parks’ review is complete. Public Works needs full submittal. Plan Review has this in their queue. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Planning advised that the trail connection easements for the Silos apartments were pending and that there needs to be a plan in place so that trail is not torn up during the summer. Parks advised that the irrigation cannot be down for more than a day. Public Works advised that they need the utilities there first. Jackola will coordinate with Ruis for a plan. Planning advised that a right-of-way permit would be required.
