11-25-09 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, November 25, 2009 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Tom Jentz, Planning & Bldg Director Chad Fincher, Parks Superintendent Charlie Johnson, Construction Manager P.J. Sorensen, Chairman Guests: None. Hear the Public: No one wished to speak. Performance Bond Reminders: None. Paul Burnham, Assistant City Engineer Dan Diehl, Acting Fire Chief Sean Conrad, Senior Planner OLD BUSINESS: Heil — 749 W Center — No new information has been submitted. ASI (Van Ee Apartments) — Grandview Drive — Burnham said Public Works is still waiting for information from the engineer. Conrad did finally receive construction estimates from ASI for the PILT agreement. Conrad added they are not in a hurry to get their building permit because they don't plan to start construction until spring. Landstar — 119 5t" Ave W — Johnson said he talked to Jack Fournier from the city's Solid Waste Management and Fournier said it would be no problem with pick up for this facility all he has to do is upsize the other containers that are already there. Burnham said they called and talked to Susie Turner and they will be submitting a stormwater plan. Sorensen said there is still some confusion as to why they would have to submit a stormwater plan because they consider themselves a residential use but Sorensen added it is considered commercial. Conrad agreed that was discussed with Mark Waatti when he attended site review to discuss this project. NEW BUSINESS: None. PLANNING OFFICE ITEMS: None. OTHER REPORTS: Jentz noted that Charlie Harball talked to Jim Kelly, an appraiser regarding the parkland value for Ashley Heights Subdivision. Jentz said a meeting on Monday should be held between planning, parks and the city attorney to discuss this issue. Conrad said Hubert Turner offered a payment based on $42,000 an acre and MDT paid him $75,000 an acre. It was left that Turner was to come back to the city and show us the report and provide an explanation to justify why $75,000 would not be a legitimate number. Fincher asked if the stormwater retention was excluded and Conrad said yes. Jentz said he talked with Mike Collins of DNRC regarding the piles of dirt District 5 has on the west side of the high school campus. The college has an excavation/construction program and they have been moving the piles of dirt for training. DNRC and District 5 have had discussions about pioneering the road around the south side of Glacier High School connecting Reserve Loop to Stillwater Road. Jentz told them it would be a great idea but said they needed to contact Public Works before any work is done. Burnham said he also spoke with Mike Collins and he told him this would be handled like any other street construction project even though it would be the college students that would be doing the work and not a contractor. Burnham told Collins the city needs engineered plans and a R/W permit, an erosion control plan, and a pre -construction meeting. Collins asked if it would have to be paved and Burnham told him it would need to be paved if they would be using the street as an access. Burnham added if the road is going to be used only for school access it would have to be paved just past the school access and then the street could be barricaded at that point. Burnham also told Collins that DNRC is the one finally responsible for that road and Collins said he knew that. Further discussion was held regarding utilities and the need for a development plan for this property before additional lots are created. Jentz updated the committee on the assisted living plan discussed last week and said Bloomstone would need to come in and amend their PUD. Conrad mentioned that a request for a one year extension of preliminary plat was received for the Resubdivision of Lot 1 of Minor Subdivision Plat #117, a 7 lot subdivision located on Denver Avenue. In all likelihood they think they will be done by the expiration date but they wanted the extra time if they should need it. Burnham said they contacted Public Works and asked for some relaxations to city standards but were told no. Conrad said the only relaxations that were approved were at the end of their street instead of a cul-de-sac they could construct a hammerhead and they did not have to put in sidewalks around the hammerhead. Fincher said they were also planning to enter into a developer agreement for their trees which has not yet been submitted. Diehl said the Eastside Brick is requesting a C of O for their coffee house and he added they are a long way from getting their C of O. Diehl said the space where they want to serve coffee is probably OK but the downstairs is still a work shop and they have to connect their sprinklers. Diehl said there is a liquor license request for Moose's and Sorensen said they are replacing the siding in front of the building, and refurbishing their signs. Sorensen added they may be replacing studs but they are not expanding the building and the project has already been through Architectural Review. Burnham asked if there is any word on Starling and Jentz said The Aspen Group is following changes on the city's zoning ordinance to see how it will affect the project. Burnham said Glacier Stone was planning on expanding into the fitness area next door and it looks like they will develop that as an office building. Sorensen said he met with Mark Waatti and they are looking at different options. There are 2 buildings that sit on 4 parcels and they were looking at what they would need to do to sell those or set up a condo. Burnham said when Glacier Stone was going to expand a list of items was sent to them that they needed to complete and Johnson said the sidewalks were taken care of and the driveway approach was corrected. Sorensen said a building permit will be required and the other issues can be addressed at that time and he added they may also need another water meter. Willow Creek — Burnham asked if Hubert Turner is aware the approved preliminary plat is no longer valid for Willow Creek and they will have to submit another plan. Conrad said yes and reviewed the changes that they were proposing and noted the Turners are aware they need to come back through the entire process — site review, planning board and the city council. Jentz said they had said they were planning to submit the new materials before the end of November but nothing has been received. Sorensen mentioned work was being done this morning on the road on the west side of the subdivision. There was lengthy discussion on whether or not the conditions were in place to address Public Works requirement that they move the road and Conrad said yes the conditions state the roads have to meet city standards. Further discussion was held regarding the utility work the Turners are doing and are required to put in as part of the bypass agreement. Bowling Alley — Hutton Ranch Plaza — Jentz said this project fell through because the developer could not find any financing. Widening of Hutton Ranch Road — Johnson asked if WalMart is still planning on widening Hutton Ranch Road. Jentz said they are and reviewed a recent meeting held on that issue. Jentz added they intend to convert the MDT design drawings and build it and he added Jim Hansz has concerns with a traffic signal or stop signs being installed where WalMart is to the south and the theatre and Sportsman Ski Haus are to the north. Burnham noted with a stop sign, traffic will be backed out to Hwy 93 North and, with a lighted intersection, the lights can be timed to prevent that from occurring. Jentz said they plan to open WalMart the first week in June, which is 2 months sooner than they anticipated and they expect to have the road work done before then. Burnham added once the work is completed, the street will be turned over to MDT. Further discussion was held. The meeting was adjourned at 10:50 a.m.
