04-13-23 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, April 13, 2023 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II PJ Sorensen, Senior Planner Jarod Nygren, Development Services Director Keith Haskins, Deputy Public Works Director Shane Cooke, Building Inspector Rick Parker, Commercial Plans Reviewer Dan Pearce, Fire Chief Miles McElhinney, Engineer II GUESTS: 2 HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Public Works discussed the Warranty Bond for Rankin Elementary, KNTC’s bond, and asked Planning for status of Clark Nissan’s and Sunrift Brewing’s bonds. Planning will reach out to them again. Planning advised that Meridian Court is 90% done and the Warming Center is working on the right of way, storm water, curb & gutter, and landscaping installation. OLD BUSINESS: The Harper/Jiffy Lube- 1280/1290 Highway 2 W; new 40-unit multifamily development/Lube Center – Public Works is still waiting on pre-treatment. Fire Department discussed hydrant movement with them and Plan Review received a resubmittal. Planning will request the updated Utility Plans. This will be on the agenda next week. Parkland Meadows (Lots 5&7 - Bldgs A thru E) – Airport Rd; new multifamily apartment buildings – Public Works has comments out for Lot 5 since January and has not received the record drawing deposit for Lot 7. Jackola will follow up and advise. Planning will search for updated plans that include a relocated hydrant and an approach. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works may require a lift station for this project. Planning advised that the connection to Hwy 93 is required but will become more important if the lot is subdivided. This will be on the agenda next week. Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – Public Works received the backflow preventor location and model, but it is not to code. This will be on the agenda next week. Office remodel – 417 E Idaho – Conditionally approved pending MDT’s input. LC Staffing – 620 Treeline Rd – new office building – Planning advised that they will be changing their landscaping materials due to cost. Public Works has storm water and pre-treatment comments out. This will be on the agenda next week. Six40 Lofts – 640 E Idaho St – hotel renovation to apartments – Nothing new. This will be on the agenda next week. Kalispell Tank & Well Project – 1110 N Main St/3221 Hwy 93 N/850 Four Mile Dr – Public Works is waiting on Parks’ landscaping comments. This will be on the agenda next week. Parkline Towers – 820 E Idaho – 2 new multi-family apartment buildings – Plan Review has comments out. This will be on the agenda next week. All Creatures – 325 Jefferson Blvd – new veterinary clinic – Conditionally approved pending boundary line adjustment resolution. North Annex (Old Fairbridge) – 1701 Hwy 93 S – remodel hotel to apartments – Nothing new. Public Works is still waiting on civil drawings. This will be on the agenda next week. Glacier Bank Downtown – 146/202 N Main St – bank remodel – Jackola sent new site plans and advised that the photometrics are in the building plans. Plan Review has new plans in their queue. Jackola added the backflow preventor information to the landscaping plans. Public Works and Planning discussed sidewalks, pedestrian safety, ATM location, and landscaping on 2nd St W with Jackola. This will be on the agenda next week. Take 5 Oil Change – 52 N Main St – oil change service center – Public Works received a resubmittal today. Pre-treatment has comments out. Plan Review is in the queue. This will be on the agenda next week. 406 Spa – 1315 US Hwy 2 W – addition – Public Works is still waiting on civils. Jackola advised that geo-tech will be sent soon. This will be on the agenda next week. NEW BUSINESS: Harvest Flats – Stillwater Rd & Timberwolf Pkwy – new multi-family- Plan review sent comments out and advised that the parking will not work. Public Works and Fire Department discussed fire hydrants and supply. OTHER COMMENTS: Planning discussed some of the current Montana legislature bills that may affect the city.
