11-11-09 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, November 12, 2009 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, Assistant City Engineer Tom Jentz, Planning & Bldg Director Dan Diehl, Acting Fire Chief Sean Conrad, Senior Planner Michelle Anderson, Recording Secretary Guests: None. Hear the Public: No one wished to speak. Jeff Clawson, Building Official Chad Fincher, Parks Superintendent Charlie Johnson, Construction Manager P.J. Sorensen, Chairman Performance Bond Reminders: Johnson reported they spoke to Super land all they need is to clean up some asphalt and Public Works will sign off and Sorensen said he had one item and he has yet to hear from them on that. Fincher said regarding the bond for Mountain Mudd, he finally got in touch with the bond company and talked to them about the 14 item list they sent, which is a standard list. It has now come down to getting a bid and then reiterating the process and it will then be processed. Fincher contacted the landscaper who bid it 2 years ago and he had all of the information. Hopefully it will be resolved by spring. OLD BUSINESS: Heil — 749 W Center — The drainage plan for this project still has not been submitted to Public Works. ASI (Van Ee Apartments) — Grandview Drive — Burnham said Public Works met with Greg Lukasik from Morrison-Maierle early this week and they wanted clarification on the comments sent to them by Public Works. They have some revisions to storm drainage that need to be made and conflicting storm and water lines. Landstar — 6 unit retirement home — 5th Avenue West — Sorensen reported this project was approved by the Architectural Review Committee and they still need to work on the lighting plan. Johnson said he and Burnham plan to visit the site. Sorensen said the State has indicated they will issue a permit for the facility when the C of O is issued. Burnham indicated Public Works hasn't seen anything on the required stormwater plan. NEW BUSINESS: None. PLANNING OFFICE ITEMS: Conrad reported a conditional use permit has been filed for a group home of up to 8 kids ages 17 to 19, operated by Lost Horizon Ranch and the Montana Academy. The proposed location is 502 I't Avenue East and the public hearing will be held in December. Conrad noted their first choice of location was near the Conrad Mansion however since the neighbors were against the facility, as it would have been the 3rd one in their neighborhood the applicant withdrew the CUP. Trumbull Creek Crossing Phase 2 — Conrad reviewed the public hearing for Trumbull Creek Crossing Phase 2 held earlier this week. The planning board recommended conditional approval ofthe project but added the city council should be cautious when considering annexing another island that is so far outside the current city limits. Further discussion was held on the following: The stormwater retention areas will be grassy and irrigated and available for recreational use when not holding water; the stretching of city services including fire and police; and the cost of street maintenance. Conrad noted the project will be forwarded to the city council for a work session on December 7 or 14th and probably for public hearing December 21st OTHER REPORTS: Burnham reported on the meeting held with Parks and Public Works to discuss counting stormwater retention/detention areas towards the parkland requirements for subdivisions. The policy could be adopted first and then added to the Subdivision Regulations when the regulations are updated next year. Further discussion was held. The meeting was adjourned at 10:20 a.m.
