Performance Bond Reminders: Sorensen reported he spoke with the contractor for Super 1 Foods
and the work as stated previously has not been completed. The contractor indicated the remaining
items under the bond are to be completed by Super 1.
OLD BUSINESS: Heil — 749 W Center — Sorensen indicated nothing new has come in on this
project and Public Works is still waiting for the stormwater plan.
ASI (Van Ee Apartments) — Grandview Drive — Public Works submitted comments to Morrison-
Maierle about 2 weeks ago and still haven't gotten a response. Conrad is also still waiting for the
numbers to complete the PILT agreement and Conrad added ASI is aware that a building permit will
not be issued until the agreement is finalized. Jentz noted the city council will also have to approve
the PILT agreement so council action will have to occur prior to issuing the building permit. Sorensen
said the Building Department indicated ASI is trying to nail down their permit costs and their actual
construction will be in 6-8 months. Burnham added Public Works has received calls from contractors
regarding impact fees. Public Works will also have to negotiate with the contractor if the city wants
to have a water main installed that is larger than 8 inches. Sorensen added the developer is tweaking
their elevation design which needs to go back through Architectural Review.
NEW BUSINESS: Landstar — 119 5th Avenue East; new 6-unit retirement home — Sorensen
said originally this was proposed as a community residential facility with 6 rooms and then the layout
was changed to a 6 unit senior apartment complex which would not work under the zoning and
created a number of other issues. Sorensen continued they are in the process of being licensed by the
state as a retirement home and will be moving forward with this proposal. Sorensen noted the parking
will have to be tweaked because the handicapped parking spot is not wide enough and an outdoor
lighting plan will be required. Castles asked for the location of the trash container and Waatti thought
the container would be located in the easement area. Current policy is there are 1-2 containers in the
alley that are used by multiple properties and the container is usually located on the property that has
space available. Sorensen said if the container needs to be placed on this property there will be room
for it in the area where the parking space will be lost due to widening of the handicap space.
Jim Atkinson, Eagle Transit, expressed his concerns with where a bus would be able to pick up
residents of this facility because 5th Avenue West does not allow parking, is narrow, and bus drivers
typically do not go into the alley. A pull out is not an option due to the size of the lot but it was
suggested that if a bench were located on the 5th Avenue West side of the facility the driver would be
able to stop long enough to pick up a passenger. Atkinson suggested Waatti contact Bert Hauser of
Eagle Transit to discuss the issues with providing the Dial -A -Ride service.
Diehl said he doesn't see any issues with fire access but the building may need sprinklers.
Because a retirement home is considered a commercial project Public Works will require an
engineered drainage plan for the site. Castles explained the plan needs to include how they plan to
detain excess runoff on -site.
Parks will need to review a landscape plan for the site.
Sorensen asked for clarification on the fence height which Waatti provided.
PLANNING OFFICE ITEMS: Blue Skies Subdivision; Valley View — Conrad reported the city
has received a request for a one-year extension for the preliminary plat of Blue Skies Subdivision, a 6
lot residential subdivision approved in early 2007. No work has been completed on the subdivision to
date. Jentz noted the city will be seeing a lot of extension requests due to the market conditions.
Castles indicated the plat does not show access on to Valley View Drive and Conrad said that access
is required in the conditions noting that El Dorado Road will be a city street, built to city standards
and will access onto Valley View Drive. Burnham said no buffer is indicated between the bypass and
lot 3 and Jentz said this subdivision was approved prior to the discussions of requiring sound walls
and/or setbacks and berming for the bypass. Conrad added the intention of requiring the 60 R/W
along the bypass was an effort to get a road network in that area.
Ashley Heights Final Plat — Conrad reported the final plat for Ashley Heights has been submitted,
this time for the entire 26 lots because they have decided not to phase the project. Conrad reviewed
the plat for the committee. Conrad said the Turner's were originally looking at putting in an earth
berm as a noise barrier between this property and the bypass and therefore they stacked up quite a bit
of dirt. They have now taken all of that dirt and spread it around the rest of the subdivision. However
on the first quarter of the lots on the east side of the street there was a large separation between the
sidewalk and the lots which has now been filled in with 2-3 feet of dirt. Clawson thought putting in
that fill may cause problems with the drainage plan so that should be reviewed and the Public Works
Department agreed. Conrad will let Susie Turner know and then he will contact Hubert Turner.
Further discussion was held on how to notify the property owners regarding the fill and establishing a
finished floor elevation for the garage.
Conrad said on the northern part of the subdivision the slope was pulled back from the sidewalk but it
hasn't been seeded yet. Public Works said they wanted to take a look at that area because Turner cut
into an old septic field there and was told they couldn't cut into it anymore until they were connected
to the lift station. Conrad said he needed to talk to Fincher about the park area and Fincher said there
are issues. Further discussion was held regarding the park requirements in relation to location of the
utility infrastructure. Conrad said they will be constructing a wall for sound mitigation that will vary
between 6 and 8 feet tall but specific plans have not been received. Public Works and Parks were sent
a copy of the SIA and Conrad noted no street trees have been planted and no seeding or sod has been
placed in the boulevards. Further discussion was held on land valuation for cash -in -lieu which the city
is calculating at $85,000 per acre, however Turner does not agree with that figure. Conrad will talk
to Turner about these issues.
OTHER REPORTS: Atkinson said the RFP for architects for the Eagle Transit Bus Barn has
been issued and the Commissioners will open them on the 13th and a recommendation will be made by
the 16th. Atkinson added they still intend to annex and extend city sewer and water to the site. Castles
noted the impact fees for a full -service car wash is 15 times the ERU and Burnham said having a
manual wash instead of an automatic wash will make a big difference on the impact fee for sanitary
sewer. Recycling water will minimize the usage and be savings for everyone. Further discussion was
held.
City Manager Howington asked the committee to start discussions on detention/retention basins
and the possibility of allowing some of the basins as parkland in future subdivisions. Castles said
Public Works has discussed this with the Parks and Recreation Department Director in the past.
Howington noted the city would get additional area for the basins while making sure the developers
would be able to use those areas as a park provided they met certain design standards to provide a
useable park. Howington said she would like to have something to present to council, not a finished
product but that the committee is working on this concept, on November 16th. Burnham said he will
arrange a meeting with the City Manager, Public Works and Mike Baker from Parks to discuss this
concept. Johnson used the example of Mountain Vista subdivision and Howington thought a
photograph of that area would be a good way to show council an example of something that has
already been done here that has been successful.
