Resolution 4759 - Request to TAC to Remove 3rd & 4th Avenues East from Federal Urban Highway SystemRESOLUTION NO. 4759 A RESOLUTION OF COMMUNICATION TO THE KALISPELL AREA TRANSPORTATION ADVISORY COMMITTEE ADVISING IT OF THE CITY COUNCIL'S REQUEST THAT THIRD AVENUE EAST AND FOURTH AVENUE EAST BE REMOVED FROM THE FEDERAL URBAN HIGHWAY SYSTEM. WHEREAS, in 1977, the streets of Third Avenue East and Fourth Avenue East in Kalispell, Montana were placed in the Federal Urban Highway System; and WHEREAS, the neighborhoods through which the streets of Third Avenue East and Fourth Avenue East pass are predominately residential; and WHEREAS, the 1993 Kalispell Area Transportation Plan estimated the combined traffic for CY 2015 on First Avenue East, Third Avenue East and Fourth Avenue East at 12,000 vehicles per day; and WHEREAS, the Montana Department of Transportation Study for CY 2000 placed the combined traffic volumes for the above -named streets at 19,000 vehicles per day, greatly exceeding the previous estimate; and WHEREAS, the increased traffic through the above -described residential neighborhoods adversely affects the living environment of the residents and poses a danger to pedestrians, especially small children; and WHEREAS, the City's ability to effectively deal with the problems this level of traffic creates is greatly restrained so long as these streets remain on the Federal Urban Highway System. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. The City Manager is hereby directed to communicate the resolve of the Kalispell City Council to solicit the Kalispell Area Transportation Advisory Committee to favorably endorse its request to the Montana Department of Transportation and to the State Transportation Commission that the Kalispell streets of Third Avenue East and Fourth Avenue East be removed from the Federal Urban Highway System.
