02-16-23 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, February 16, 2023 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Rick Parker, Commercial Plans Reviewer PJ Sorensen, Senior Planner Chad Fincher, Parks Director Patrick Jentz, Engineer III Alexander Smith, Engineer I Ryan Votapka, Engineer I GUESTS: James Cummins (Jackola), Laurie Westphal (Hammerquist-Casalegno) HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Planning is still waiting for the original executed bond from Clark Nissan. OLD BUSINESS: The Harper/Jiffy Lube- 1280/1290 Highway 2 W; new 40-unit multifamily development/Lube Center – Planning is working on the Flood Plain Permit application. This will be on the agenda next week. Parkland Meadows (Lots 5&7 - Bldgs A thru E & Lift Station) – Airport Rd; new multifamily apartment buildings – The lift station has been approved. Public Works is still waiting on the record drawing deposit for one lot and a resubmittal for the other lot. Parks is working with them on Lot 7 recreational amenities. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – According to Pre-Treatment, they are not planning to do any work until June. This will be on the agenda next week. Creekside Commons – Glenwood Dr; new apartment building – Public Works has a new resubmittal to review but pre-treatment comments are still out. Plan Review may have comments out. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Nothing new. This will be on the agenda next week. Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – Parks has received nothing from them. Public Works and Parks discussed backflow information and connection points. Parks will send information to Public Works. This will be on the agenda next week. Logan ED Parking Lot – 310 Sunnyview Lane – parking lot remodel – Nothing new. This will be on the agenda next week. Office remodel – 417 E Idaho – Nothing new. This will be on the agenda next week. LC Staffing – 620 Treeline Rd – new office building – Public Works has new civils in their review queue. Parks sent landscape comments out and advised Public Works that the new civils may require changes to their landscaping comments. This will be on the agenda next week. Six40 Lofts – 640 E Idaho St – hotel renovation to apartments – Public Works is waiting on a resubmittal. Plan Review is working with them on many issues. This will be on the agenda next week. Kalispell Tank & Well Project – 1110 N Main St/3221 Hwy 93 N/850 Four Mile Dr – Plan Review has comments out. Public Works is working on the landscaping plans to be submitted to Parks. Planning advised the committee that the Four Mile tank will go to City Council on 3/6/2023. This will be on the agenda next week. Parkline Towers – 820 E Idaho – 2 new multi-family apartment buildings – Public Works has this in their review queue. Parks and Plan Review discussed the stairway and required landing. Parks will require skate guards. This will be on the agenda next week. Tooth Booth – 455 Cascade Loop - new dental office – Plan Review is complete. Public Works has a resubmittal in their review queue. Parks has comments and will send them to James at Jackola. This will be on the agenda next week. All Creatures – 325 Jefferson Blvd – new veterinary clinic – Public Works is waiting on comments and advised that All Creatures will be using Evergreen Disposal for their solid waste service. Planning will check and advise if the property lines have been recorded. This will be on the agenda next week. North Annex (Old Fairbridge) – 1701 Hwy 93 S – remodel hotel to apartments – No change. Public Works is still waiting on Civils. This will be on the agenda next week. Meadows Edge Lift Station – NHN Morning Eagle Dr – new lift station – Public Works requested utility lot clarification and a lot for stormwater pond. Planning advised that it hasn’t gone to Final Plat, so the lines aren’t set. This will be on the agenda next week. NEW BUSINESS: Glacier Bank Downtown – 146/202 N Main St – bank remodel – Public Works has comments out regarding lighting. Jackola will be sending photometrics to Public Works. Jackola requested Public Works to verify water meter type and location. Planning advised Parks that landscaping plans are in the folder for review. Jackola will send irrigation plans soon and advised that they want to change out the planter boxes. Take 5 Oil Change – 52 N Main St – new oil change service center – Planing stated that plans were recently received and that landscaping plans are in the folder. Public Works has a few comments out. Planning to review new plans and stated that some of the early comments have not been addressed. Planning will send ARC approval conditions to Parks. OTHER COMMENTS: Public Works stated that the Stillwater Bend Lift Station impact fees have been calculated. Plan Review advised that their review is complete. Public Works asked Planning required paving to be done on the Bergman Properties on S. Meridian. Planning stated that there were no plat conditions but will check their building permits.
