01-12-23 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, January 12, 2023 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Jarod Nygren, Development Services Director PJ Sorensen, Senior Planner Patrick Jentz, Engineer III Shane Cooke, Building Inspector Chad Fincher, Parks Director Alexander Smith, Engineer Rebecca Franke, MDT GUESTS: Layne Massie (Edge, LLC), Wade Rademacher (Edge, LLC), Kyle Reddig (Edge, LLC) HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Planning received the letter of credit from Tap & Games and will show it to Parks. OLD BUSINESS: The Harper/Jiffy Lube- 1280/1290 Highway 2 W; new 40-unit multifamily development/Lube Center – Public Works will follow up on DEQ approval status for The Harper. Parks is still waiting on landscaping plans. Plan Review and Pre-Treatment have comments out. This will be on the agenda next week. Parkland Meadows (Lots 5&7 - Bldgs A thru E & Lift Station) – Airport Rd; new multifamily apartment buildings – Public Works is still waiting on the record drawing deposit for lot 7. Parks has not been able to find the landscaping drawings and has a call into Jackola for them. Planning will check to see if they have them on file. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – Nothing new from them. Planning confirmed that Head Start is not working with Parkline Towers for the trail connection. Planning to follow up on landscaping plans. This will be on the agenda next week. Creekside Commons – Glenwood Dr; new apartment building – Public Works, Pre-Treatment, and Plan Review have comments out. Landscaping plans were approved on 12/26/22. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – MDT advised that operations reviewed the approach, and that geo-tech and storm water are pending review. MDT will advise Planning of the timeline for the intersection on Hwy 93 since there may be future development nearby. This will be on the agenda next week. Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – Landscaping plans are still in review with Parks. Parks is waiting on a response from them regarding the irrigation line location. This will be on the agenda next week. Logan ED Parking Lot – 310 Sunnyview Lane – parking lot remodel – Nothing new. This will be on the agenda next week. Office remodel – 417 E Idaho – MDT’s permit is pending. This will be on the agenda next week. LC Staffing – 620 Treeline Rd – new office building –Pre-treatment comments are still out. This will be on the agenda next week. Six40 Lofts – 640 E Idaho St – hotel renovation to apartments – Public Works is waiting on civils to conduct full site review. This will be on the agenda next week. Kalispell Tank & Well Project – 1110 N Main St/3221 Hwy 93 N/850 Four Mile Dr – Public Works advised the temporary approach will be gravel. Plan Review will only review the foundation. Parks to review landscaping. Planning advised Parks that the ROW includes the slope. Impact fees for irrigation were discussed. This will be on the agenda next week. NEW BUSINESS: Parkland Meadows – building permit request – The existing minor PUD amendment to allow issuance of building permits prior to Final Plat requires fire protection, paved roads, functioning hydrants, final plat application, and pins to be set. Presently, the lift station is not complete, water and sewer are only 75% complete, and there is no all-weather road in place. An incomplete final plat application was submitted as a requirement to obtain building permits, but will not be complete until summer 2023. Due to regulations, Planning cannot take the application to Council and will be contacting the applicant. Planning advised that the existing PUD would cover permits without the pump in the lift station, but fire and water would need to be addressed prior to bringing any combustible material onto the site. The committee discussed the Lot 7 hydrant location and operational status. Edge will contact Fire for their requirements. Public Works will require water and sewer (including the lift station) to be complete except for the pump. Edge will send landscape plans to Parks today.
