1. Parks Department
Forestry crews have finished pruning trees in the Village
Green Subdivision and are currently pruning in Spring
Creek Estates. A second in-house crew continues to prune
trees along 4th Street West.
Park crews continue to pick up Christmas trees along city
boulevards through Friday, January 13. Trees should be
placed in the boulevard free of Christmas lights,
ornaments, and tree stands. After January 13, homeowners
will need to dispose of them at the county landfill.
Registration is open for the Spring Little Dribblers
Basketball season. Early registration deadline is February
11 at 5pm. Regular registration deadline is February 25 at 5pm. Games will be played at
Rankin, Russell, and Peterson Elementary Schools between 8am-6pm.
The annual Valentine’s Dance will be taking place on February 11 at Linderman
Education Center from 7:00pm – 9:00pm. DJ Mike Hammer is joining us again with
some great music and fun games to play on the dance floor.
Glacier Cheerleading Camp had over 40 participants for the
second year in a row. Participants were able to learn stunts,
chants, and a choreographed routine with the Glacier High
School (GHS) Cheerleading Squad to perform live at half-
time of the GHS varsity girls’ basketball game January 7.
Flathead Cheerleading Camp will take place on February
11. With 28 participants registered so far, the camp is on
pace to pass last year’s registration level of 35 participants.
Ice Skating Lessons, sessions 1-4, are full and session 5 is also nearing capacity. Session
3 begins next Tuesday, January 17.

Week 9 of Adult Futsal League games have been postponed due
to gym scheduling conflicts. The postponed games will be
rescheduled and played at the end of the regular season before
the start of playoffs. There are 12 teams in the league who are
each guaranteed 14 games including playoffs. Games are played
at Edgerton Elementary on Tuesdays, Wednesdays, and
Thursdays from 7-9pm.
Kalispell Kickers Indoor Soccer registration is now closed with
166 registered participants. The season starts January 21 and
games will be played at Rankin Elementary on Saturdays
between 8am-6pm.
2. Public Works
Yearly Production Water and Wastewater
The City records daily, monthly, and annual production and treatment quantities for water
and wastewater flows. In 2022 the City produced 1,476 million gallons (MG) of water,
with an average annual production per day of 4.0 MG and a max production day of 10.5
MG. On the flip side, 1,062 MG of wastewater was treated, with a daily average of 2.9
MG, and a max daily flow of 5.3 MG. As a comparison, below is a table with past
annual production and treatment quantities.

Annual Bio-Solids Report
The City of Kalispell Wastewater Treatment Plant maintains and operates Bio-Solids
Disposal under the regulatory oversight of United States Environmental Protection
Agency (EPA). Annually staff reports the amounts of bio-solids generated at the
Kalispell WWTP by completing and sending in a “Bio-Solids Report Form”. Generally,
the report consists of reporting the tonnage production of bio-solids. In 2022, the WWTP
process generated a 5% annual increase of biosolids at 769 dry tons, of which 541 dry
tons was delivered to Glacier Gold LLC for composting, and 228 dry tons was delivered
to the Flathead County Solid Waste Landfill.
3. Police Department
Attached is the latest case report from the Police Department.
Officer Oster, Officer Smith, and Officer Fusaro attended new criminal investigator
course in Hayden, Idaho, on January 9-11. This course is a comprehensive overview for
the law enforcement officer who has the task of conducting supplemental investigations
of suspected criminal offenses.
Officer Carson Dubois and Office Michael Frame began the Montana Law Enforcement
Academy in Helena on January 9. The Law Enforcement Officer Basic (LEOB) Course
is an intensive 12-week course which is offered three times a year. The course is
accredited by the Public Safety Officer Standards and Training (POST) Council and
conducted on campus by Staff and Adjunct Instructors.
2022 call volume ended at 35,543, this compares with yearly totals of 35,068 in 2021,
and 32,457 in 2020. Detectives case load ended the year at 670. Year-end totals for 2021
were 601.
In the early morning of January 11, Sgt. Haag responded to a disabled vehicle on the west
side of Kalispell. Sgt Haag found a unconscious male in the driver’s seat and made entry
with a bystander to remove the occupant from the vehicle. As they pulled the occupant
from the vehicle, the vehicle caught on fire. Sgt. Haag recognized the occupant had no
pulse and began CPR and AED deployment. Kalispell Fire quickly arrived and were able
to suppress the fire and provide further first aid to the occupant. The combined efforts
were able to stabilize the occupant and get him to the hospital for a higher level of
treatment.
Evidence Custodian Susie Phillips retired at the end of 2022 after nearly 23 years with
the Kalispell Police Department. Susie started as a dispatcher in 2000 and was the first
ever evidence custodian for the KPD.
4. Fire Department
From December 28 to January 10, the Fire Department had 181 responses. Of these there
were 141 medical incidents, 3 Structure Fires, 5 Motor vehicle accident with injuries, 7

Fire alarm activations-smoke scares, 9 public assists, 3 Haz-Mat incidents, 1 illegal
burning, and 11 dispatched and canceled enroute.
We had 4,468 responses for 2022 compared to 4329 for 2021. We were able to reduce
some of our call volume with the addition of Logan Health EMS responding to incidents
on their campus.
The Fire Department hosted an Ice Rescue course at Somers Bay on January 10 and 11.
This was a 2-day course with 7 Kalispell members in attendance and 7 other participants
from Whitefish and Evergreen Fire Departments.
The new ambulance bid was awarded by council to Sawtooth Emergency Vehicles. This
ambulance will take nearly 2 ½ years to receive due to supply chain difficulties and lack
of vehicle chips.
The administration is working on data collection for the Center for Public Safety
Management (CPSM) report.
The Fire Chief is assisting in the reapplication of an AFG radio grant that will be
submitted through the City of Columbia Falls by February 8. This will be a 3rd attempt to
secure $1.6 million for new radios for Flathead Area Fire Departments.
The Fire Chief is near completion of writing new Fire Engine/Pumper Specifications to
go out to bid in the upcoming weeks.
5. Planning Department
The Planning Board did not hold a public hearing at their January 10 meeting, as the
applicant of Stillwater Village (Files #KPP-22-07 and KZC-22-05) pulled their
application so that they could work out some details related to traffic and site layout. A
public hearing for Stillwater Village will be rescheduled for the March Planning Board
meeting. The Planning Board did hold a work session on the item below:
1. Files #KA-22-09, KPUD-22-035, and KPP-22-08 – A request from James Barnett
for annexation, initial zoning of RA-1 (Residential Apartment) with a Residential
Planned Unit Development (“PUD”) overlay, and major preliminary plat on
approximately 20.1 acres of land. The development, called Timberwolf Ridge,
would contain up to 400 multi-family dwelling units in six (6) buildings on six (6)
lots along with parking, recreational amenities, and open space. The property is
located at 605 Stillwater Road at the intersection of Stillwater Road and
Timberwolf Parkway.
The Board had favorable comment on the project and a public hearing will be scheduled
for the February Planning Board meeting.

6. Building Department
In the last 2 weeks, we have issued permits for 3 single-family homes. This brings the
total of new single-family/duplex and townhouse units for the year to 3, compared to 2
last year at this time.
There was a total of 114 combined building and/or fire inspections completed in the last 2
weeks.
