12-29-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 29, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: Jarod Nygren, Development Services Director PJ Sorensen, Senior Planner Kari Barnhart, Planner Dan Pearce, Fire Captain Patrick Jentz, Engineer III Rick Parker, Commercial Plan Reviewer Ben Sutton, Police Captain GUESTS: 1 HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Planning received Public Works’ updates and stated that they have received several bonds and updated PIAs recently. OLD BUSINESS: The Harper/Jiffy Lube- 1280/1290 Highway 2 W; new 40-unit multifamily development/Lube Center – Nothing new. This will be on the agenda next week. Parkland Meadows (Lots 5&7 - Bldgs A thru E & Lift Station) – Airport Rd; new multifamily apartment buildings – Public Works is waiting for the record drawing deposit for Lot 5. Fire has not been contacted by Jackola to discuss the addition of a fire hydrant and water looping line. Planning asked Public Works for Lift Station status. Public Works stated it is under construction however the wet well status is unknown. No building permit has been picked up. Planning advised the committee that the Lift Station must be completed prior to obtaining Final Plat. The development and frontage improvements have not been designed by Jackola due to pending MDT approval. Public Works will coordinate with Parks regarding landscaping. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – No landscape plans have been sent. Pre-Treatment has been in contact with them. Development Services asked if Head Start was advised that they need to provide a trail connection. Planning will research and advise. Public Works would be in favor of this connection. This will be on the agenda next week. Creekside Commons – Glenwood Dr; new apartment building – Public Works received plan submittal on 12/28/22. Planning advised this will be on the 1/10/23 Architectural Review agenda. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works and Plan Review have resubmittals in their queue. Plan Review is waiting on engineering. Nothing new from MDT. This will be on the agenda next week. Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – Parks has landscaping plans and will review next week. Parks needs to verify where the irrigation water line is with them. This will be on the agenda next week. Logan ED Parking Lot – 310 Sunnyview Lane – parking lot remodel – Nothing new. Planning has not received an updated campus parking count spreadsheet. This will be on the agenda next week. Office remodel – 417 E Idaho –Planning has not heard if they have contacted MDT yet. This will be on the agenda next week. NEW BUSINESS: LC Staffing – 620 Treeline Rd – new office building – Kari presented the site plan. Mark Johnson was available for questions however Public Works has not yet reviewed. Plans were approved by Architectural Review Committee on 12/27/22. Public Works will check the trash enclosure location. OTHER COMMENTS: Six40 Lofts and the Public Works water tower will be on next week’s agenda.
