12-30-22 City Manager Report1 City of Kalispell OFFICE OF THE CITY MANAGER Information Memorandum 12/30/2022 1.Parks Department Forestry crews are pruning trees along 4th Street West and have a second crew pruning in the Village Greens Subdivision. Christmas tree pickup will begin December 27 and continue through January 13. Trees should be placed in the boulevard free of Christmas lights, ornaments, and tree stands. The Adult Futsal League is at the halfway point of the season with no games scheduled this week due to the holidays. Games are played at Edgerton Elementary on Tuesdays, Wednesdays, and Thursdays from 7-9pm. Registration is open for Kalispell Kickers. The season starts January 21 and games will be played at Rankin Elementary on Saturdays between 8am-6pm. The registration deadline is January 6 at 5pm. Registration is open for spring Little Dribblers. The season starts March 11 and games are played at Rankin, Russell, and Peterson Elementary schools. Early registration deadline is February 10 at 5pm and regular registration deadline is February 24 at 5pm. Freeze Out Camp is currently underway with activities like ice skating, sledding, and “snow science” experiments taking place over the course of the camp. Ice Skating Lessons session 3 is now full and session 4 is currently at half capacity. Session 2 begins next week on January 3. Glacier and Flathead Cheerleading Camps are open for registration. Glacier Cheer Camp is quickly approaching and will take place on January 7. Flathead Cheer Camp takes place on February 11. A portion of the proceeds go to the cheerleading squads. 2 2.Police Department Captain Jordan Venezio has been accepted to attend the FBI National Academy in Quantico, VA, in April of 2023. The FBI National Academy is a program of the FBI Academy for active U.S. law enforcement personnel and also for international law enforcement personnel who seek to enhance their credentials in their field and to raise law enforcement standards, knowledge, and also cooperation worldwide. The FBI National Academy is a 10-week course held four times a year. Officers John McEntyre and Eric Miletich graduated from the Montana Law Enforcement Academy in Helena on December 13. The officers returned to the Kalispell Police Department and will be going through the field training program preparing them for independent duty in the next 3-4 months. Utilizing the winter break period, Kalispell SRT partnered with our FCSO partners and toured the local high schools developing critical response strategy and familiarization of the local facilities. Police Department calls for service stand at 35,166. This compares with 34,756 in 2021, and 32,109 in 2020. The detectives case load is currently at 668. This compares with 597 in 2021, and 440 in 2020. 3.Fire Department From the period of December 14 to December 27, the Fire Department had 203 responses. Of these, there were 125 medical incidents, 3 Structure Fires, 11 Motor vehicle accident with injuries, 10 Fire alarm activations-smoke scares, 11 public assists, 3 Haz-Mat incidents, 9 Broken water lines/building sprinkler systems, 1 illegal burning, and 27 dispatched and canceled enroute. Two ambulance bids were received, with a tentative award by Council on January 3. Administration is working on data collection for the Center for Public Safety Management (CPSM) report. The Fire Chief assisted the Bigfork Fire Department with Firefighter interviews for new positions within their organization. Crews were called to 3 structure fires over the Christmas Holiday period. The first fire was Saturday morning at 1658 Hwy. 35, assisting Evergreen with a well involved house fire. The second fire was early Christmas morning at 46 Aspen Ct., also assisting Evergreen Fire with a house fire. Lastly the third fire was Monday morning in Kalispell at 612 4th Ave East. This was a fire that started in the basement. Evergreen Fire responded to assist Kalispell. 1 family was displaced and there was approx. 90 to $100,000 damage. 3 Kalispell Fire will be hosting an Ice Rescue class at Foys Lake on January 10 and 11. Members from Kalispell, Whitefish and Evergreen Fire Departments will be in attendance. 4.Planning Department The Kalispell City Planning Board will hold a public hearing at their January 10 meeting and take public comments on the agenda item listed below: 1.Files #KPP-22-07 and KZC-22-05 – The application contains a request from Owl Corporation and Flathead Village Greens, LLC, for a zone change from R-2 (Residential) to R-4 (Residential) covering approximately 182.15 acres, as well as a request for major preliminary plat approval for Stillwater Village, a subdivision with eight (8) phases containing a total of 181 lots (67 detached single-family and 114 attached single-family homes) on approximately 46.78 acres in lots, streets, common areas, and land held for future development. Additionally, the plat contains approximately 20.01 acres as park area and park access (for a total of approximately 66.79 acres) to serve both the initial eight phases and future phases on the overall property that are not part of the initial preliminary plat. The property is located south of Silverbrook Estates, west of Highway 93 and Hagerman Lane, north of Northern Pines Golf Course, and bordering the Stillwater River on the western edge of the property. Following the Public Hearing, the Board will hold a work session on the following request: 1.Files #KA-22-09, KPUD-22-035, and KPP-22-08 – A request from James Barnett for annexation, initial zoning of RA-1 (Residential Apartment) with a Residential Planned Unit Development (“PUD”) overlay, and major preliminary plat on approximately 20.1 acres of land. The development, called Timberwolf Ridge, would contain up to 400 multi-family dwelling units in six (6) buildings on six (6) lots along with parking, recreational amenities, and open space. The property is located at 605 Stillwater Road at the intersection of Stillwater Road and Timberwolf Parkway. Documents pertaining to the agenda items are on file for public inspection at the Kalispell Planning Department, 201 First Avenue East, Kalispell, MT 59901, and are available for public review during regular office hours. In addition, information on the agenda item is posted on our website at https://mt-kalispell.civicplus.com/314/Planning-Board under planning board “upcoming agenda.” 5.Building Department In the last 2 weeks, we have issued permits for 0 single-family homes. The total of new single-family/duplex and townhouse units for the year is 137. Last year, at this time, we had issued 240 single-family/duplex and townhouse units. 4 There have been 464 multi-family housing units issued so far this year. Last year, at this time, we had issued 608 multi-family housing units. There was a total of 99 combined building and/or fire inspections completed in the last 2 weeks. Residential – 21 Plumbing – 6 Commercial – 12 Mechanical - 9 Electrical – 6 Fire – 45 6. Community Development The City has received the Phase II Environmental Site Assessment conducted with USEPA Brownfields Assessment grant funds for the Samaritan House site. The assessment was completed to assist the Samaritan House as it plans to expand the facility to increase its service capacity. The City of Kalispell has been awarded $25 million from the US Department of Transportation’s Surface Transportation Multimodal Project Discretionary Grant Program (Rural) for the West Reserve Drive: Hutton Ranch Road to Whitefish Stage Road Intersection project. The grant will be matched with $6.7 million from the Montana Department of Transportation. Preliminary administration and construction work will be carried out in 2023 with construction expected to begin spring of 2024 and be completed fall of 2025.
