12-22-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, December 22, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: Jarod Nygren, Development Services Director Chad Fincher, Parks Director Patrick Jentz, Engineer III Katharine King – Community Development Mgr. Ben Sutton – Police Captain GUESTS: 3 HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Public Works is close to closing out Town Pump. OLD BUSINESS: The Harper/Jiffy Lube- 1280/1290 Highway 2 W; new 40-unit multifamily development/Lube Center – Public Works approved civils but is still waiting on Pre-Treatment items. Parks has also not received updates. This will be on the agenda next week. Parkland Meadows (Lots 5&7 - Bldgs A thru E & Lift Station) – Airport Rd; new multifamily apartment buildings – Public Works received the record drawing deposit and requested them to add one fire hydrant to Lot 5. Parks is still working on the subdivision and discussed the lift station required for Phase 1 with Public Works. Jackola’s plans do not include all landscaping requirements. Parks and Public Works will contact Jackola. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – Public Works has nothing new from them. Planning stated that a project like this typically requires a pedestrian connection to the trail and asked if they have been notified of this. Discussion regarding Parkline Towers possibly working with Head Start to share the connection was held. This will be on the agenda next week. Creekside Commons – Glenwood Dr; new apartment building – Public Works is still waiting for new comments from them. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works received a resubmittal that is in their queue for review. MDT also received a new submittal and approach permit. MDT will need to see how much say they have on the approach and traffic right of way. Public Works will review the turnaround on Basecamp Drive. This will be on the agenda next week. Gateway Mall Parking Lot – 1203 Hwy 2 W – parking lot remodel – Parks still has landscaping plans under review. Public Works will require a water main relocation. This will be on the agenda next week. Logan ED Parking Lot – 310 Sunnyview Lane – parking lot remodel – Nothing new. Public Works is still waiting on record drawings. Planning is still waiting on the parking summary. This will be on the agenda next week. Office remodel – 417 E Idaho –Nothing new. This will be on the agenda next week. NEW BUSINESS: PRELIMINARY COMMENTS: - Kalispell Express Carwash – Public Works has comments regarding the south approach. They will also require the sidewalk to be 8ft wide but there may be a conflict with utilities. MDT will want to review the approaches that may impact the traffic flow on Hwy 2 and will likely require right in/right out. Planning would like to see boulevard trees if there is room. PRELIMINARY COMMENTS: - Valley Youth Center – Brandon from RPA presented revised plans based on feedback from the December 19th Site Review Meeting. They met with Public Works and have been in contact with Fire Department to meet their requirements. Public Works will require the northeast corner of the road to be built like an intersection that must be wide enough for radius turns. They also require the water main to be moved north and suggested locating the meter pits at the northeast corner of the building. RPA will consider the meter pit suggestion after they have received input from the Fire Department. Public Works is ok with the trash enclosure location. RPA is working with Public Works on the TIS level of service, sewer flows, lift station capacity, and storm water. RPA will be meeting with Planning to discuss Final Plat application soon. Planning stated that they have platted a turnaround in similar sites where the developer did not have access to the adjacent property. Planning also suggested they contact the adjacent property owner to allow them on their property for grading on the north and west sides of the property. Parks and RPA discussed the landscaping plan along the highway. Parks advised RPA that the proposed mini swales will need to be features since they are in the corridor. OTHER: – Community Development was awarded the Reserve grant for $25 million and provided updates on other grants including the upcoming 4 Mile Grant.
