09-21-22 Urban Renewal Agency Board MinutesSEPTEMBER 21, 2022, —4 P.M. Public comment provided by John Barr, owner of Kalispell Grand Hotel, regarding Parking Garage TIF application including questions and comments on the parking garage TIF application, RFP process, and on -going parking availability for his business. Noelle Barr, owner of the Kalispell Grand, commented on the proposed parking garage TIF project; that she hopes to live in Kalispell one day, has doubled payroll at the Grand, contributes to nearly every local charity that asks and is using local venders. PREVIOUS MEETING SUMMARY David moved the July Meeting Summary be accepted; Shannon seconded. All voted in favor. TIF & TEDD Staff asked to add relevant grant application information to the agenda as New Business. Board allowed. Staff provided information on September 15, 2022, City of Kalispell application to USDOT Safe Streets and Roads For All (SS4A) for planning for safety plan for all road users to include analysis and alternatives development of Main Street/Hwy 93. This is a proposed $650,000 project: $520,000 SS4A request, $50,000 MDT match, $80,000 City of Kalispell match ($10k personnel in -kind, $70k cash from Downtown TIF as budgeted). By October 13, 2022, staff will submit a second planning grant application to USDOT focused on the Main Street/Hwy 93 corridor through the Reconnecting Communities Pilot program to be in similar amounts and in compliance with Downtown Urban Renewal Plan goals. The Montana Department of Revenue's FY2022 Certification of Taxable Valuation Information was provided to the Board. Downtown: Downtown and Westside/Core4 Area Urban Renewal Plan Amendment update: Staff reported Council held public hearing September 12, 2022, and is scheduled to consider the proposal at its October 3, 2022, meeting. Parking garage City TIF project application: Staff reported background on the public parking garage project (see attachment). Staff responded to questions from Board members and those posed in public comment regarding: TIF application attachments not provided for job creation and lender commitment --project was not brought forward based on job creation, the developer's lender commitment is a requirement of the Developer's Agreement (not for the TIF application); the project is not proposed for bonding by the City; the addition of housing and the change to private ownership addresses questions asked in the first RFP process; as a public TIF project, no application formally required, staff report alone suffices. Discussion of parking uses and requirements for the structure. Shannon asked that more public comment be solicited on the project. No further questions on the application from the Board. Dave moved to approve the Parking Garage TIF application, Marc provided a second. Voting in favor: Dave and Marc (2); voting against: Shannon and Catherine (2); Cara abstained from voting. Therefore, no recommendation will be made to City Council from the URA. Council is scheduled to consider the TIF application October 3, 2022. Board member Dave Girardot suggests that in future when large projects come before the URA, more than one meeting be allocated for the Board to consider and discuss the matter prior to vote. South Kalispell/Airport TIF Traffic Improvement Project: LHC and its subcontractor have a short list of items to complete to close out project. BROWNFIELDS Phase II at Samaritan House using Kalispell Assessment grant funds is underway. Due to delays, the work is expected to be completed end of November 2022. Therefore, the City has extended the grant period with USEPA from September 30, 2022, to December 31, 2022. Phase II at the former BankWest site using USEPA Region 8 Targeted Brownfields Assessment (TBA) funds is underway and expected to be complete by end of November 2022.
