HEAR THE PUBLIC: None
PERFORMANCE BOND REMINDERS: Sunrift Brewing delivered a Letter of Credit to extend their bond. Planning
and Public Works decided that they need to submit a new Engineer’s Estimate and move the expiration date to
6/30/2022. No renewal will be allowed.
OLD BUSINESS:
The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works
has plans under review and has pretreatment comments still out from April. James from Jackola is working on Bldg G
comments and will confirm pretreatment requirement. This will be on the agenda next week.
The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Nothing new. This will be on the agenda
next week.
Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Nothing new. This will be on the agenda next week.
Parkland Meadows (Lot 7 – Bldgs A&B) – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) –
Public Works sent comments and are still waiting on electrical plans for the required lift station. Jackola is working on
comments and electrical plans. Parks still needs to approve the subdivision landscaping. This will be on the agenda next
week.
Skip’s Hangar – 20 Ryan Lane; new hangar – Public Works, Planning, and Fire Department are ok with the plans.
Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Planning did not
receive an updated site plan so it was decided that this will be removed from the agenda.
NW MT Head Start – 79 7th Ave EN; addition – Public Works received what they needed. Parks will stay after the
meeting to determine if the 5% landscaping requirement is met. This may or may not be on the agenda next week.
Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works has responses in their queue
for review. Planning and Public Works met with Jackola and the owner who agreed to move the approach as requested.
Jackola will send new a site plan. This will be on the agenda next week.
Creekside Commons – Glenwood Dr; new apartment building – Planning received site plans on 9/27/22. Public Works
has this in their review queue. This will be on the agenda next week.
Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works is still waiting for more
information from them. This will be on the agenda next week.
Silverbrook Garages – updated site plan/garage layout – Nothing new. Denman to follow up with KLJ this week. This
will be on the agenda next week.
Montana Basecamp PUD Amendment – The PUD amendment was formally pulled this week. They will revert to the
original PUD.
Parkland Meadows (Lot 5 - Bldgs D&E) – Airport Rd; multifamily – Public Works is still reviewing plans. Parks
still needs to approve the subdivision landscaping. This will be on the agenda next week.
Apartments at Two Mile – 75 & 85 Financial Drive; multifamily –DEQ approval was issued and a conditional public
works approval was also issued. Plan Review to send comments today. Per Jackola, the Waiver of SID is in the mail,
and they are working on the irrigation plans. Public Works and Planning approved the right of way work only but this
will remain in site review. This will be on the agenda next week.
Gateway Mall Parking lot – 1203 Hwy 2 W – parking lot remodel – KLJ is still working on a floodplain permit. Public
Works received plans that include a connector sidewalk on Glenwood. Parks needs to see 5% landscaping on the plans.
This will be on the agenda next week.
NEW BUSINESS: Old Blue & White Hotel – PRELIMINARY COMMENTS – Patrick Conover from PCA
Architects presented preliminary plans that include rehabilitation the interiors and add kitchenettes. Public Works
advised them that trenching for the fire service entrance will require a Storm Water Permit and Water Quality. If dry
wells are used, infiltration tests will be required. They can off flow with the historic flow path. Parking on the east side
will be changed to parallel parking and additional parking will be added to the south side of the building. Public Works
will require the approaches on Hwy 2 to meet current standards. Public Works suggested working with the adjacent
property owner on the east side to put in a road utility easement and running one crossing and extend a main through
the site and tie into 7th Ave. They also requested permission to conduct dye test the existing sewer mains to determine
which ones are active. Planning had comments regarding ADA parking and landscaping. Patrick stated that they are
planning to use existing landscaping and will be reworked and may meet the 5% requirement. Fire Department will not
have good access and would like to see hydrants added on each side. Public Works advised them that a pedestrian
connection is required and gave suggestions where they could put them. The recreation amenity will be addressed with
Cash in Lieu.
