1.Police Department
Attached is the latest case report from the Kalispell Police Department.
Officers Eric Miletich and John McEntrye began the Montana Law Enforcement Basic
Academy in Helena on September 12. The Law Enforcement Officer Basic (LEOB)
Course is an intensive 12-week course which is accredited by the Public Safety Officer
Standards and Training (POST) Council.
Chief Overman attended the Board of Crime Control meeting in Fort Benton on
September 8 and 9. This is a governor appointed board that meets quarterly. The
mission of Montana Board of Crime Control is to proactively contribute to public safety,
crime prevention and victim assistance through planning, policy development and
coordination of the justice system in partnership with citizens, government, and
communities.
School is back in session and our school resource officers have returned to work with our
partners at School District 5 and FVCC. Officer Jesse Allen is assigned to Kalispell
Middle School, Officer Eric Brinton is assigned to Flathead High School, and Officer
Garrett Smith is assigned to Glacier High School. Each officer maintains visitation and
support of the other elementary and alternative schools through-out the district. Officer
Cory Clarke is assigned as Campus Resource Officer at FVCC. Officer Clarke is the SRO
coordinator and works closely with FVCC and SD5 to work toward student safety.
On September 14, KPD officers assisted school administrators conducting building
specific Run, Lock, Fight training. This helps school staff respond and understand
options in dealing with high stress incidents in the school.
Captain Sutton has been working on the 22 department vehicles damaged by hail. 8 have
been repaired and four others are scheduled for repairs. Due to the number of damaged
vehicles in need of repair from the storm that hit Kalispell on July 6, there have been
delays in scheduling timely repairs as the local body shops have become inundated with
work.

Detective cases are 473 as of 09/14. This compares with 391 in 2021, and 321 in 2020.
2. Parks Department
Kalispell Youth Athletic Complex staff have been preparing for fall seasons by fertilizing
the football and soccer fields, as well as the new north fields. They will next move to
aerating turf areas. Staff are also working to edge and reshape the skinned areas on
baseball and softball fields.
Forestry staff have finished pruning trees on 7th Avenue East and
will be finishing up 6th Avenue East before moving off the avenues
and onto the streets. They will spend the next several weeks
pruning trees on 3rd Street West. A pruning contract for pruning
trees along 3rd, 4th, 5th, 6th, and 9th Streets East has begun.
Forestry Staff participated in the Tree Worker Academy held
August 29 through September 1 in Helena, that focused on small
tree pruning, large tree pruning, climbing, and aerial rescue.
Work continues on the new Parkline Trail to fine-tune the irrigation
system as soils and plantings are varied throughout the 2-mile linear trail and require
different amounts of precipitation.
Park Staff have completed an upgrade to the irrigation system at Northridge Park. By
converting the manual irrigation valves to automated valves, we will be able to water at
night, improving system efficiency. We have also installed a new irrigation system at
Washington Park. The new system addressed deficiencies within the old irrigation
system. Staff have also removed graffiti from the skate park bowl as well as from behind
the pool building.
Our new Harry Potter Camp had 65 aspiring young “wizards”
who were sorted into their different houses learning spells,
mixing potions, and playing Quidditch. They also used their
“Marauders Map” and participated in a large-scale scavenger
hunt as a culminating activity.
The Kalispell Kids After School Program started on August 31
with lots of smiling faces in attendance. The first week had an
average of 25 kids per day, then jumped to an average of 35 kids the week of September
6-9, and 40 kids the week of September 9-12.
Fall Into Soccer is in full swing as we enter week four of our six-week
league. Team picture days will take place on four different dates
depending on the age group with 3rd grade and 4th grade taking place on
September 9, Pre-K, 5 years old and Kindergarten on September 16,
and 1st grade, and 2nd grade on September 23.

Runnin’ Rascals is entering its fourth week with picture day
taking place on September 10. Little Dribblers registration is
also open. The early Registration deadline is Friday, September
16 with the regular registration deadline on Friday, September
30. Registration forms are coming in with an average of 10-15
per day.
3.Public Works
Ashley Creek Fish Survey
As part of the City’s effort to develop site
specific standards for the lower reach segment
of Ashley Creek, a fish survey was performed
this past week in collaboration with Montana
Fish Wildlife and Parks. The fish survey will
assist in characterizing the stream’s ecology
and determine accurate beneficial uses of the
stream.
Sylvan Drive Storm Facility-Cleaning Project
Sewer/Stormwater staff have recently completed a maintenance project to remove
sediment from the Sylvan Drive Stormwater Pond. Staff used new cleaning heads to
remove sediment from within the pipeline network. This pipeline network was previously
inaccessible and nonmaintainable. Approximately 18 cubic yards of material was
removed with the assistance of about 18,000 gallons of high-pressure water. In-house
operations and maintenance projects similar to this are preventative maintenance tasks
necessary to keep infrastructure operating as designed and assists in upholding the City’s
MS4 compliance requirements.

4.Fire Department
From the period of August 30 to September 13, the Fire Department had 182 responses.
Of these, there were 130 medical incidents, 1 House Fire, 2 grass fires, 5 Motor vehicle
accident with injuries, 10 Fire alarm activations, 8 public assists, 3 Haz-Mat incidents,
and 22 dispatched and canceled.
The Fire Department responded to a structure fire on West Center Street due to an
electrical outlet that caught the wall on fire and filled the building with heavy smoke. A
woman walking by saw flames coming from the bottom of the wall and called
911.Damage was kept to a minimum.
The new SCBA Compressor system has been installed.
The Fire Chief/Asst Chief have been working with State and regional stakeholders with
the regional multijurisdictional hazard mitigation plan. These plans need to be updated
regularly to be eligible for FEMA funds in times of disasters or emergencies related to
fires, natural disasters, storms, etc.
5.Planning Department
The Planning Board held a meeting on July 12 and heard three application requests and
held two public hearings.
1.(Public Hearing Only) - A request for public comment regarding the Morning Star
Court Community Water and Wastewater Improvement Project application to the
Montana Department of Commerce, Community Development Block Grant
Planning Grant Public and Community Facilities Grant program.
2.(Public Hearing Only) - A request for public comment regarding the Green Acres
Court Community Wastewater Improvement Project application to the Montana
Department of Commerce, Community Development Block Grant Planning Grant
Public and Community Facilities Grant program.
3.File #KA-22-07 – A request from Loucas Scholer and Sarah Russell (A/K/A
Sarah Davis) for annexation and initial zoning designation of R-4 (Residential)
for two properties located at 2150 and 2152 Airport Road. The annexation is to
allow the properties to be connected to city water due to a failing well.
4.File #KA-22-08 - A request from Green Acres Cooperative, Inc., for annexation
and initial zoning designation of R-4 (Residential) for property located at 1721
South Woodland Drive. The annexation is to allow the property to be connected
to city sewer due to a failing septic system for an existing mobile home park.
5.File #KCU-22-02 – A request from Montana Hotel Development Partners and

Bill Goldberg for a conditional use permit for a parking structure and for
additional height over sixty (60) feet, which is the height allowed by right. The
building would contain approximately 242 parking stalls on four levels of parking
with general commercial uses on the ground floor and 78 residential units on the
upper floors. The building would be eight (8) stories, or approximately 88 feet
tall. The property is located at 103/125 First Avenue West.
The Board did recommend approval of agenda items 3, 4, and 5. The
recommendations will be forwarded on to the Council for their consideration at their
October 3rd meeting.
6.Building Department
In the last 2 weeks, we had no new single-family home permits. The total of new single-
family/duplex and townhouse units for the year is 106, compared to 161 at this time last
year.
There have been 337 multi-family housing units issued so far this year. Last year at this
time we had issued 318 multi-family housing units.
There was a total of 140 combined building and/or fire inspections completed in the last 3
weeks.

7.Community Development
Kalispell’s Brownfields Program supported environmental site assessment work at the
Samaritan House location on 3rd Street West. The Phase II sampling was conducted the
week of September 12-16 as a precursor to facility expansion plans funded in part by
Montana Community Development Block Grant (CDBG) funds.
Kalispell’s Brownfields Program facilitated environmental site assessment work at a
vacant property in the Core Area as part of the buyer’s due diligence in advance of the
property sale. Phase II sampling is being completed over a series of weeks as appropriate
staff are available. The final report is expected December 2022.
In partnership with Montana Department of Transportation and Flathead County, the City
of Kalispell submitted an Action Plan grant application to the US Department of
Transportation Safe Streets and Roads for All (SS4A) program this week. The purpose
of the planning grant is to develop a roadway plan to include the Main Street/Highway 93
corridor through downtown. The proposed planning project cost is $650,000 including a
20% local match of cash and in-kind personnel.
