09-08-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 8, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II PJ Sorensen, Senior Planner Keith Haskins, Deputy Public Works Director Chad Fincher, Parks Director Rick Parker, Commercial Plans Reviewer Patrick Jentz, Engineer Ben Sutton, Administration Captain Rebecca Franke, MDT GUESTS: Rory Young (Jackola Engineering), Wade Rademacher (Edge, LLC) HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Planning sent letters out to list of expired bonds presented in August 25, 2022 meeting. Public Works to meet with City Attorney regarding establishing a system to manage expired bonds. Green Nissan is working on making corrections required to extend their bond. Stillwater Crossings is working on a rider for their bond. OLD BUSINESS: The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works met with Jackola last week and will meet with Planning Director next week. Public Works to meet with Parks this week. They are working on their storm water plans. This will be on the agenda next week. The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Public Works met with them on 9/7/22. They will modify the layout to use Sewer Service so Public Works can perform DEQ review. Public Works also discussed easements with them. This will be on the agenda next week. Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Public Works discussed easements with them. This will be on the agenda next week. Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Parks is still waiting on subdivision landscaping and irrigation plans and will not review until subdivision approval. Parks has comments out regarding POA vs. adjacent owner responsibility for maintaining the outer areas and phasing. Public Works still has comments out regarding a pedestrian connection. Some improvements will be postponed pending MDT upgrade. This will be on the agenda next week. Skip’s Hangar – 20 Ryan Lane; new hangar –Public Works contacted Dan Skalsky regarding Airport User Group. They do not have a process for verifying their requirements. There is a meeting scheduled for 9/21 at 3PM for the User Group; location TBD. Works would like the water main loop completed to help with fire flow. Also, their site plans need to be updated to include storm water, water main extensions and reflect what they are planning. Public Works assumes that hangar owners are responsible for the water main extension but it would be a good question for the airport association. This will be on the agenda next week. Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – The owner is expecting plans from FedEx in a week. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – Nothing new. This will be on the agenda next week. Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works is waiting on a decision from the owner regarding moving the approach. Jackola has contacted the owner regarding the approach. Plans are in the review queue. This will be on the agenda next week. Creekside Commons – Glenwood Dr; new apartment building – Public Works sent comments on 8/12; no response has been received. Planning stated Final Plat was approved 9/6/22. This will be on the agenda next week. Flathead County Courthouse West – 935 1st Ave W; adding enclosed pedestrian walkway – Public Works received updated drawings and will add to project folder. The new plans are a 2 layer fence with a roof and pier footings. Public works will still require sewer main easements, right of way vacation, and a maintenance agreement. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public works has new plans under review but is still waiting on a checklist from them. Plan Review sent comments today. This will be on the agenda next week. Silverbrook Garages – updated site plan/garage layout – Nothing new. Plan Review has new plans in queue. Planning has not received a response regarding questions from Public Works. This will be on the agenda next week. Montana Basecamp PUD Amendment – Committee discussed whether this is a major or minor amendment. Public Works feels it is a major amendment because the Basecamp Drive extension has been removed from the plans and that they are not complying to the original conditions. Parks commented that the green space appears to have been reduced however, if they can provide calculations that prove there is no reductions, a decision could be made. Parks and Public Works had comments regarding the phasing plans for landscaping and amenities; both feel they need to be proportionately planned. Planning commented that it could be considered minor because the change only involves relocating the green space and amenities and the number of RV spots remain the same. Planning suggested Graham Engineering meet with Parks and Public Works to clarify landscaping calculations and roadway. The committee decided to request them to extend the 15-day timeline to allow time to resolve the issues with Parks and Public Works. Planning will update them and request them to contact Parks and Public Works. This will be on the agenda next week. NEW BUSINESS: Parkland Meadows (Lot 5 - Bldgs D&E) – Airport Rd; multifamily – Public Works requires ADA connection to trash enclosures and needs to know the amount of impervious area on the lots. Fire Department may have comments. Apartments at Two Mile – 75 & 85 Financial Drive; multifamily – Public Works has plans under review. MDT will follow up and advise any requirements they may have for the intersection at 2 Mile Drive and Financial Drive. Public Works had comments regarding the meter size. This may be in a low water pressure area. OTHER COMMENTS: Gateway Community Parking Lot – Planning received a call requesting a Floodplain permit. This will return to the agenda next week. Eagle Valley Ranch Final Plat – Planning asked Parks for status of amenities. Parks responded to Jackola today. The ponds still need landscaping plans that are aesthetically pleasing. Jackola and Parks discussed approved seed mixes, view corridors, and side slopes. Parks may require a maintenance plan to prevent weed patches. Jackola to further discuss with Public Works and Parks. MDT Construction Offices (behind Aaron’s Rent-a-Center) – MDT’s intent is to use millings to create a parking lot. Planning does not allow millings to be used for parking lots but they could take an agency exemption. Planning stated that this is a change of use and should go through Site Review. Exemption would require a public notice. Building, Parks, and Public Works requirements would still apply. Bus Shelters – Planning requested removal plans this week. 6 of the 22 shelters are in city limits. Action by the City Attorney may be required; MDT may need to do the same. Planning and MDT are working together for the removal process. Meadows Edge 4A & 4B – Preliminary Plat to be presented October Planning Board meeting. Quail Meadows – They will be submitting Final Plat (partial) soon. Planning will advise Parks when received so they can write the letter. Public Works advised that they will be paving Tronstad on 9/26/22.
