09-01-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 1, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Jarod Nygren, Development Services Director PJ Sorensen, Senior Planner Keith Haskins, Deputy Public Works Director Rick Parker, Commercial Plans Reviewer Patrick Jentz, Engineer Rebecca Franke, MDT GUESTS: Garrett Muonio (Jackola Engineering) HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Per Public Works, no changes to Town Pump and Silverbrook 2B. ILC Cottages is being worked on. They still need record drawings for Eagle Valley Ranch Ph 2 & 3 and for Kalispell Foot and Ankle. Clark Nissan/Hyundai still needs the storm pond correction and manholes need to be exposed and collars need to be installed. They are looking for a bond reduction and extension; a cover letter, new SIA, and cost estimate will need to be submitted to Planning to forward to City Manager. Planning to coordinate this with Public Works. Flathead Warming Center’s bond is expired; Planning to send Administrative Conditional Use Permit for expansion that requires completion of site improvements today. Planning will not improve a bond extension. Silverbrook Apartments Phase 1is getting close to completion. Public Works is working with Fourth & Zuri; they have completed the frontage and sidewalk extension. They must fix the drainage culvert. The ice issue at the end of the street still exists. Planning was contacted by N. Taco Bell requesting release of their bond from Public Works. Public Works requested civil as-builts from the engineer from WGM. Planning to verify if Parks has signed off on their landscaping. OLD BUSINESS: The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works has a meeting scheduled with them regarding storm water. Planning discussed the sight vision triangles at the crossings with Public Works. They may need to move some trees and use colored, not stamped, concrete to delineate the crossings. Public Works, Parks, and Planning will try to meet with them this week. This will be on the agenda next week. The Harper- 1280 Highway 2 E; new 40-unit multifamily development – The sewer main extension needs to be private. Public Works is unable to do DEQ review. They want to meet with Public Works. This will be on the agenda next week. Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – The sewer main extension needs to be private. Public Works is unable to do DEQ review. They want to meet with Public Works. This will be on the agenda next week. Diamond Aire - 1893 Airport Rd; addition to existing hanger – Owner is very ill and has put the project on hold. Removing from agenda while project is on hold. Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Public Works is getting close on the Lift Station and needs to verify the impervious area matches the original design assumptions for the 2 buildings. They also have a comment out regardging a sidewalk connection. This will be on the agenda next week. Skip’s Hangar – 20 Ryan Lane; new hangar – They submitted a survey for this hangar and have decided to add bathrooms. New plans will be submitted. The tie downs can either be left in place or removed. If they are treating the changes as a condo, Building may require fire separation. Planning has concerns with the bathroom addition and the people residing in them despite overnight sleeping not being allowed. Public Works to contact Dan Skalsky regarding Airport User Group. Public Works had concerns that Red Eagle Aviation advised contractor that they can put fill in dirt by the gate that may be used by the City. Building advised the contractor that they could excavate but that they need to contact Public Works regarding Storm Water compliance. The Airport User Group should be acting on behalf of the city. Planning to send Public Works Dan Skalsky’s contact information. Public Works advised them to address Storm Water and water main extension. This will be on the agenda next week. Gateway Community Center – 1203 Hwy 2 W – parking lot remodel – Nothing new. This will be removed from the agenda temporarily. Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Public Works sent comments out in June and July. They do not have enough information to do the DEQ approval. Planning to follow up with them. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – Nothing new. Public Works is still waiting on storm water routing from them. This will be on the agenda next week. Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works spoke with developer this week to move approach. This will be on the agenda next week. Creekside Commons – Glenwood Dr; new apartment building – Public Works sent comments out 8/12. Final Plat will go to the 9/13/22 Planning Board meeting. This will be on the agenda next week. Flathead County Courthouse West – 935 1st Ave W; adding enclosed pedestrian walkway – Public Works was informed that they may be transitioning back to a fence and sidewalk and has still not received the letter from the County. Building will require plans for review if they add a roof. Public Works will require sewer easements and the alley right of way corrected. Planning should have new drawings soon. Building permits will be required if fence is over 8 feet tall. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works has still not received a complete submittal. This will be on the agenda next week. Silverbrook Garages – updated site plan/garage layout – Building sent plan requirements. Planning sent a follow up. This will be on the agenda next week. NEW BUSINESS: Eagle Valley Ranch PUD Amendment – hammerhead turn around instead of cul-de-sac – Public Works is ok with the hammerhead but it needs to be paved and must have a 20ft wide concrete driveway approach. Planning advised that they received an inquiry for the property to the south of the lot. Planning had questions regarding the affect the 20 ft approach may have to the path and stated that if someone purchases the property to the south, they would need to replace landscaping. It was decided that this is considered a minor PUD amendment. There is an MDT crossing that doesn’t match their design and paths are not connected. MDT will review the plans and advise. The design also shows paving ending at Lot 131 but Lot 132; Public Works will require it to be paved as well and also wants Phase 1 path put in. There is a bond for the Phase 1 path. The topsoil piles in the storm ponds need to be removed. Public Works will speak with them regarding filming the sewer main. This will be on the agenda next week. Montana Basecamp PUD Amendment – They are keeping the same number of RV spots and the amenities will be relocated to the north end. Planning advised that the preliminary plat resolution is for only phases 1-3. They would need to preliminary plat the north end. There is a note on the plans that has the amenities in Phases 3 & 5. Planning discussed year-round use with Public Works. The sewer readings are skewed in the winter by the constant flow of water to prevent freezing. Planning advised them that there should be a pro-rated portion for amenities so they aren’t allowed to put them in the last phase. Planning to talk with Parks to discuss Phase 2 amenities. Planning to enforce the 90-day maximum stay and no skirting allowed this winter. Public Works has concerns with solid waste at the approach, preliminary storm water, pre-treatment for the food building, Phase 1 sewer tanks, and wet industry impact fees. Planning discussed keeping a berm on the north end that was an original condition. They need Parks’ input on pickleball courts. The committee decided they would like more members in attendance before making any decisions. This will be on the agenda next week.
