MONDAY, SEPTEMBER 28, 2009, IN THE COUNCIL CHAMBERS AT CITY HALL IN
KALISPELL, MONTANA. MAYOR PAMELA B. KENNEDY PRESIDED. COUNCIL
MEMBERS JIM ATKINSON, KAKI GABRIEL, BOB HAFFERMAN, RANDY KENYON,
TIM KLUESNER, AND HANK OLSON WERE PRESENT. COUNCIL MEMBERS DUANE
LARSON AND WAYNE SAVERUD WERE ABSENT.
Also present: City Manager Jane Howington, City Attorney Charles Harball, City Clerk Theresa
White, Finance Director Amy Robertson, Public Works Director Jim Hansz, Deputy Public Works
Director Frank Castles, Budget Resource Manager Terri Loudermilk, Civil Engineer Susie Turner,
Assistant City Engineer Paul Burnham, Community Development Manager Katharine Thompson,
Revolving Loan Fund Manager Wade Elder, and Recording Secretary Judi Funk.
Mayor Kennedy called the meeting to order and led the Pledge of Allegiance.
A. AGENDA APPROVAL
Kenyon moved approval of the Agenda. The motion was seconded.
There was no discussion.
The motion carried unanimously upon vote with Larson and Saverud absent.
B. PUBLIC COMMENT
None.
C. REPORTS/RECOMMENDATIONS AND SUBSEQUENT COUNCIL ACTION
C/1. RESOLUTION 5395 - BUDGET RESOLUTION — CITY COUNTY HEALTH
DEPARTMENT
This resolution approves the levy request for the City/County Health Department for the 2009/2010
fiscal year.
Atkinson moved Resolution 5395, a resolution repealing Resolution 5393 and setting the
annual tax levy for the City -County Health Department for the fiscal year 2009-2010. The
motion was seconded.
Joe Russell, Health Officer, Flathead City County Health Dept. gave a presentation on the budget
and answered questions.
Hafferman commented that his concern is looking at the budget in a piecemeal fashion instead of
seeing the budget as a whole, but he will wait until next year to vote "no".
