PERFORMANCE BOND REMINDERS: Public Works received the engineering estimate for Eagle Valley Ranch
Ph 2 & 3. Planning emailed Stillwater Crossings requesting the line item for record drawings; no response from them
yet.
OLD BUSINESS:
Meridian Apartments- 50 Meridian Ct; new 36-unit multifamily building (Building E) – This building is not in their
current bond. Their bond for building E should be updated to accommodate landscaping. Parks requested the
recreational breakdown to review. Parks will forward elevations to Public Works. Building will allow MEP permits
prior to DEQ approval but no building permits would be issued. Any foundation work is done at their own risk. This
was conditionally approved pending irrigation elevations & DEQ approval; they cannot start on anything vertical or
underground until these conditions have been met.
The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works
has under review; there will be civil resubmittal. They are also still waiting on pre-treatment comments on Building G..
Public Works does not have DEQ submittal for Phases 1 or 2. DEQ submittals are still pending and need Jackola to
send them to Public Works. This will be on the agenda next week.
The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Public Works sent comments out 8/3/22;
Pre-treatment comments were sent out 4/25/22. No response has been received. Fire Department review is complete.
Public Works will require DEQ review due to a private main on site. This will be on the agenda next week.
Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Public Works sent comments out 8/3/22; Pre-treatment
comments were sent out 4/25/22. No response has been received. Fire Department review is complete. Public Works
will require DEQ review due to a private main on site. This will be on the agenda next week.
Diamond Aire - 1893 Airport Rd; addition to existing hanger – Nothing new. This will be on the agenda next week.
Taco Bell- 535 E Idaho St; building remodel and parking lot modification – Public Works will be receiving the
reimbursable deposit for record drawings today from Jackola. MDT will check status of the agreement. This was
conditionally approved pending receipt of the deposit and the MDT storm water agreement. No work can be performed
in the highway right of way until fully approved.
Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Public Works is waiting
on sub-division items and building plans for the lift station (structural, mechanical, HVAC).. Public Works needs DEQ
deviation prior to DEQ approval. Once DEQ deviation is approved, Public Works can approve the DEQ review, will
rescind the previous City approval, then issue a conditional approval for everything except for the lift station. No water
can be activated on site until all lift station drawings are approved. They can move forward with the construction when
DEQ approval is complete. This will be on the agenda next week.
Skip’s Hangar – 20 Ryan Lane; new hangar – The Fire Inspector had no issues with the tie downs. Planning has
received nothing from them. This will be on the agenda next week.
Gateway Community Center – 1203 Hwy 2 W – parking lot remodel – Planning and Public Works have not received
responses from them. Planning will reach out to them next week. This will be on the agenda next week.
Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Nothing new from
them. Building was told that the new plan is under FedEx corporate review. This will be on the agenda next week.
NW MT Head Start – 79 7th Ave EN; addition – Public Works and Building have not responses from them. This will
be on the agenda next week.
Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works has comments out. Public
Works can do the DEQ approval if they extend the sewer main, move an approach that would align with Phase 5 of
KNTC, and “almost” comply with access control onto Jefferson. Parks is working with them regarding 18 dead trees.
Planning requested a note be made for the site review to make sure drive aisles are good. Fire Department sent the
hydrant layout to Public Works. If the sewer main is considered to the main, it will no longer be considered private
which will allow Public Works to review for DEQ. This will be on the agenda next week.
Creekside Commons – Glenwood Dr; new apartment building – Public Works has comments out. Parks is resolving a
tree issue with an SIA. Planning advised Parks that the SIA needs to be in place next week to make it to the 9/6/22
Planning Board Agenda. This will be on the agenda next week.
Flathead County Courthouse West – 935 1st Ave W; adding enclosed pedestrian walkway – Public Works has not
received the letter from the County. Planning will follow up on letter status. This will be on the agenda next week.
Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works is still waiting on the
full submittal from them. This will be on the agenda next week.
Silverbrook Garages – updated site plan/garage layout – Nothing new. This will be on the agenda next week.
Clark South Hangar – 30 Ryan Lane – new hangar – Approved.
NEW BUSINESS: Glacier Bank – 202 Main St – Mike from Jackola presented plans. They added downspouts to the
south side awning to connect to catch basins on the south side of the street. Plans include minor re-grading and
landscaping. Public Works had questions regarding the steps and ADA compliance, benches, and planters. Parks and
Public Works would like to see grass landscaping instead of planters. Jackola to look at the survey to verify if Area 4
Foyer is in the ROW. This will be on the agenda next week.
OTHER COMMENTS:
Public Works’ project list includes armory paving, Meadows Edge 2, 3, 5, School District Transportation Facility,
Meridian Apts Bldg E, Harper & Jiffy Lube, Taco Bell, Mountain View 1A, American Properties water main extension,
Woodland Conoco sewer extension, Silos Ph 2, KNTC Ph 4, Spring Creek Park Ph 1, Apartments at 2 Mile, and DEQ
Reviews for 3rd Ave Apartments, Meridian Apartments Bldg E, American Properties, Kalispell School District water
main extension, Northland 5C, Mountain View Ph 1A, Parkland Meadows, FedEx Ground, Woodland Conoco, Autumn
Creek, Silos Ph 1 & 2, 2 Mile Apt Ph 2, likely Eagle Valley Ranch.
Planning will be sending 2 referrals for Planning Board (Green Acres and Scholer Annexations), and the Parking Garage
CUP.
Quail Meadows – Andy from TD& H had questions regarding a hydrant placement approval letter from the Fire Chief.
Fire Department will follow up. MDT requires a light at Hwy 93N and Tronstad. MDT to work with them on
maintenance. This light is out of Public Works’ lighting district. Public Works requires a deviation request.
Eagle Valley Ranch’s Approach Permit is being worked on by MDT.
Farm District comments to MDT Traffic reviews on Church Dr approaches – signal vs. roundabout. MDT to follow up.
