08-11-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, August 11, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: PJ Sorensen, Senior Planner Jarod Nygren, Planning Director Kari Barnhart, Planner II Dan Pearce, Fire Chief Keith Haskins, Deputy Public Works Director Patrick Jentz, Engineer Shane Cooke, Building Inspector GUESTS: Rory Young (Jackola Eng.), Wade Rademacher (Edge, LLC), Shawn Pauly (Cushing Terrell via Zoom) HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Planning is still working on identifying expired bonds. Public Works is working on Silverbrook Phase 2B; no changes on Town Pump; nothing back from ILC. Public Works approved Stillwater Crossings’ bond reduction estimate; Planning to make new SIA and add line item for record drawings in new bond. Planning to follow up with them and Public Works will work with Treasurer to release funds. OLD BUSINESS: Meridian Apartments- 50 Meridian Ct; new 36-unit multifamily building (Building E) – Public Works is close to sending comments out; needs DEQ review (approving party to be determined by DEQ). Planning stated that the neighbor to the east has contacted their office regarding trees, fencing and hedges in the alley right of way. Public Works spoke with another neighbor regarding water sheeting. This will be on the agenda next week. The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works is reviewing comments. Phases 1 & 2 may come under City review for DEQ approval. Jackola can select DEQ or the City to review. Building to review Bldg G plans. Planning is reviewing recreational amenities. Planning to arrange an agreement with them for Phases 1 & 2 for all infrastructure in the rail banked areas and parking. The committee discussed trail crossings with Jackola. Planning wants bikes and pedestrians to have the right of way at the crossings by using crossing arms. Public Works noted that the concrete thickness needs to be 6”. Planning to schedule a meeting with Public Works and Parks to discuss trail crossings. This will be on the agenda next week. The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Public Works sent comments on 8/3/22; still waiting for a revised submittal. This will be on the agenda next week. Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Public Works sent comments on 8/3/22 and is still waiting for a revised submittal. They are also waiting on a response to the pre-treatment comments sent out. This will be on the agenda next week. Diamond Aire - 1893 Airport Rd; addition to existing hanger – Planning was told by Dan Skalsky that this project is back on track. This will be on the agenda next week. Taco Bell- 535 E Idaho St; building remodel and parking lot modification – Public Works will be sending comments out next week and has not heard back from MDT. This will be on the agenda next week. Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Public Works is working through DEQ approval. They completed DEQ training and will receive form letters for approvals from DEQ. This will be on the agenda next week. Skip’s Hangar – 20 Ryan Lane; new hangar – The disposition of the tie-downs is holding up this project. They stated that someone from the City was on site over a year ago and told them there is a fire issue with them. They are blocking access to the building. Planning to check with the Fire Inspector to see if there is an issue with fuel storage next to the building. Planning will request them to attend the next Site Review meeting. This will be on the agenda next week. Gateway Community Center – 1203 Hwy 2 W – parking lot remodel – Planning sent comments regarding interior landscaping and the floodplain. Public Works has comments out regarding the sidewalk connection on Glenwood. No responses have been received. This will be on the agenda next week. Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Planning met with the owner this week regarding zoning lot determination and easement. The owner has not heard from Fed Ex and no contract has been signed. Public Works will be doing the DEQ approval for this project. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – Public Works is working with them on the stormwater issue. This will be on the agenda next week. Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works to send comments out this week. Jackola to submit the sewer and water main checklist to Public Works who will decide whether to transfer to DEQ or keep in house. Building has plans under review. Fire Department sent the hydrant plan to Jackola. This will be on the agenda next week. Creekside Commons – Glenwood Dr; new apartment building – Public Works to send comments out today. Final Plat has been pushed back to 9/6/22 due to the pending tree issue. This will be on the agenda next week. Flathead County Courthouse West – 935 1st Ave W; adding enclosed pedestrian walkway – Public Works met with them on 8/4/22 regarding comments previously sent, construction, and timeline from the County. They will be submitting a letter next week to address Public Works’ concerns regarding sewer casing, granting an alignment easement, vacation of right of way that goes through the building, and removal of corridor if no longer needed. Planning Director suggested that there be a survey attached to it when City Council vacates the easement. The County and City Attorneys will work out the details of the agreement. If they replaced corridor with a sidewalk, Public Works would not require sewer casing. Fire Department will look at plans to address fire access today. Fire Department has concerns regarding gurney accessibility; Shawn will move and widen the door to provide a better angle for the gurney swing. ADA inmates would either be brought around the building or court would be held in the other building. The natural gas line issue is unresolved. Fire Department will need training, orientation, and walk-throughs once built. This will be on the agenda next week. Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works is expecting a full submittal from them soon. Planning reminded Public Works that plans need to include joint access to the highway as a condition of the PUD. This will be on the agenda next week. Silverbrook Garages – updated site plan/garage layout – Nothing new. This will be on the agenda next week. NEW BUSINESS: Clark South Hangar – 30 Ryan Lane – new hangar – They only submitted building plans and need to send site plans. Public Works has reviewed utilities. This will be on the agenda next week. OTHER COMMENTS: PJ will be sending out the agency referral requests soon (2 annexation requests, CUP for additional height of the parking structure). Public Works received the submittal for Spring Creek Park Phase 1. Planning needs the tax certification for the final plat. Public Works also started Kalispell North Town Center Phase 4 submittal.
