1. Parks and Recreation
The 2nd production well at the Kalispell Youth Athletic Complex has been completed.
The next step will be to install the new electronics package to control both wells.
An invitation for bid was sent out to certified arborists for pruning and removals. In this
contract there are 225 trees listed to be pruned and 10 that will need to be removed.
Streets included in this bid are 3rd, 4th, 5th, 6th, and 9th Streets East.
The last week of our Camp Woodland Summer Day Camp will be August 15-19. The
theme for this week is “Carnival Week”, with the campers participating in games and
carnival style activities. We also have Harry Potter
Camp, Zombie Survival Camp and Outdoor
Adventure Camp (rafting, fly fishing, and rock
climbing) operating the following week (August 22-
26). While we have done Harry Potter themed
activities at camp in the past, this will be our first time
to offer a camp dedicated to the wizarding world of
Harry Potter. We have 65 participants signed up for
this first experience.
We have four community events occurring toward the end of August. On Wednesday,
August 17, at 6pm, we will host Shakespeare in the Park at Woodland Park with a
performance of King Lear. We also will host our annual Paws Splash Bash event on
Sunday, August 21 from 2pm-6pm, with all the proceeds from the event going towards
improvements to the Begg Dog Park. On Tuesday, August 23, we will host our last Picnic
in the Park summer concert at Depot Park with the Kenny James Miller Band. Finally, we
are partnering with the Sparrow’s Nest to offer a free outdoor movie screening of Shrek
in Woodland Park on Friday, August 26.
2. Police Department
Attached, please find the latest case report from the Police Department.

Master Patrol Officer Garrett Smith and Master Patrol Officer Jesse Allen attended SRO
Basic in Post Falls, Idaho, the week of August 8-12. The NASRO Basic School Resource
Officer Course is a forty-hour(40) training designed to prepare school resource officers,
other law enforcement officers, and school safety professionals to effectively fulfill their
role in the school setting. This course will equip officers to develop successful
relationships with diverse students and to support students with disabilities and
behavioral health challenges. Participants will explore relevant public safety topics, such
as digital safety, human trafficking, mental health, and substance abuse, and they will
learn best practices for de-escalation, behavioral threat assessment, emergency operations
planning, and armed assailant response.
Officers Eric Miletich, John Mcentyre, and Carson Dubois joined the Kalispell Police
Department on August 9. The first day included a swearing in with Judge Adams, an
ethics contract and conversation with the administrative team, and basic HR onboarding.
The new officers will be given one week of orientation and be in uniform and working
with a field training officer in their second week. Each new officer will attend the
Montana Law Enforcement Academy in Helena and complete the KPD field training
program.
The Kalispell Police Department has two additional officer openings to fill. The job
posting is currently active, closing September 5. New officer testing is anticipated on
October 5, this will be followed by interviews and an extensive background investigation
period. Targeted start date for these two positions will be early December.
Sgt. Dennis Bain and Officer Toth Mendius recently assisted training the Flathead
County Sheriff’s Office Posse with preparations for the Northwest Montana Fair. The
Kalispell Police Department works closely with members of the Sheriff’s Posse during
the busy fair week.
Year to date calls for service stand at 22,193. This compares with 21,420 in 2021, and 19,
783 in 2020.
3. Fire Department
From July 27 to August 9, the Fire Department had 186 responses. Of these, there were
141 medical incidents, 5 Motor vehicle accident with injuries, 7 Fire alarm activations, 9
public assists, 2 grass fires, 2 illegal burns, 1 car fire, 2 Haz-Mat incidents, and 17
dispatched and canceled enroute.
The Fire Chief and department members are working on new specs for the next new
ambulance to order in September. Ambulances are currently up to 2 years for delivery
from time of order.
In the Valley, there have been over 10 arson fire starts in grassy/brush areas in the last 2
weeks. Fortunately, these were quickly spotted by citizens and extinguished by area
agencies. The investigation into these events is ongoing.

4. Public Works
Engineering Review for DEQ
The Engineering Department, after receiving training from DEQ this week, will start
reviewing utility extensions for projects within City limits. Projects reviewable by the
city include:
• The Water & Sewer Main Extension projects that are excluded from sanitation
review or apply and receive a Municipal Facilities Exclusion.
• Water & Sewer Main Replacement Projects
• Project with 50 lots or Less
Secondary Digester Lids Recoating
Recoating of the exterior lid surface for both secondary digesters began this week and is
expected to be completed next week. The digester lids exterior coatings failed within the
3-year warranty period and the recoating of the lids with superior product was expedited
this month to uphold the performance warranty.
5. Planning Department
There was no Planning Board meeting in August. Staff has been working on a report
regarding recently approved projects within the city. The report will be used as in
informational piece by the Montana League of Cities and Towns showing how local
municipalities are handling housing developments within their jurisdictions.

6. Building Department
In the last 2 weeks, we have issued permits for 1 single-family home. This brings the total
of new single-family/duplex and townhouse units for the year to 98, compared to 140 at
this time last year.
There have been 336 multi-family housing units issued so far this year. Last year at this
time we had issued 261 multi-family housing units.
There was a total of 176 combined building and/or fire inspections completed in the last 2
weeks.

7. Community Development
Kalispell’s Brownfields program has begun phase II environmental site assessment
sampling at a property in the core area as a component of due diligence prior to property
sale. The sampling and analysis will be followed by a final report to the property owner
expected in September 2022.
The Foys Lake Section of the Kalispell Bypass USDOT BUILD grant construction
project is substantially complete. The Montana Department of Transportation has
released this invitation to the public:
