PERFORMANCE BOND REMINDERS:
Public Works is working with Immanuel Lutheran Cottages. J & S Auto has been released. Sunshine Factory’s
warranty bond was accepted, and C of O was issued. Sunrift’s Letter of Credit may still be valid, but their SIA has
expired. Public Works stated they should be paving and landscaping now. Planning’s records show the Line of Credit
is expired and will schedule a meeting with Public Works and the City Attorney next week to address. Planning will
confirm status with Treasurer. Public Works is working with Immanuel Lutheran Cottages to roll their performance
bond rolled into a warranty bond. Stillwater Crossing has requested a bond amount reduction; Public Works is
investigating. The Sherman Building sidewalk work order has been issued. Parks has a new PIA and Bond for Base
Camp Phase 1 pickleball courts. Recreational Amenities is included in their PUD approval. Parks advised them to
resubmit the breakdown to included proposed changes. Planning stated that they need to rework their overall PUD
plan.
OLD BUSINESS:
Meridian Apartments- 50 Meridian Ct; new 36-unit multifamily building (Building E) – Public Works has a
resubmittal in review. This will be on the agenda next week.
The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works
has submittals in their queue. Site review approval will have conditions regarding the trail crossings to include 2
crossarms to prevent traffic cutting across the trail. Public Works requires more robust concrete to allow for truck
access. There is a retaining wall in the civils; Building requires details on plans. The adjacent property owner may be
working with them to obtain access to the trail. This will be on the agenda next week.
The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Public Works sent comments on 8/3/22.
The trash container locations have been identified. MDT will have sidewalk comments. Public Works is working with
them regarding water main and sidewalk locations. Public Works to send MDT utility locations. This will be on the
agenda next week.
Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Public Works sent comments on 8/3/22. The trash
container locations have been identified. MDT will have sidewalk comments. Public Works is working with them
regarding water main and sidewalk locations. Public Works to send MDT utility locations. This will be on the agenda
next week.
Diamond Aire - 1893 Airport Rd; addition to existing hanger – Nothing new but there may have been a change in
ownership. This will be on the agenda next week.
Taco Bell- 535 E Idaho St; building remodel and parking lot modification – Public Works sent comments out 8/4/22.
MDT to send the maintenance agreement. Parks has approved the landscaping changes. Public Works has approved
the irrigation. This will be on the agenda next week.
Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Public Works has
comments out. The sewer pump delay will affect Final Plat similarly to the Meadows Edge situation. Parks is still
waiting on Subdivision Plans and will not review the site plans prior to Subdivision Plans approval. This will be on
the agenda next week.
Skip’s Hangar – 20 Ryan Lane; new hangar – Nothing new. This will be on the agenda next week.
Gateway Community Center – 1203 Hwy 2 W – parking lot remodel – Planning has not received a response to the
floodplain and landscaping questions. This will be on the agenda next week.
Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Public Works has
not received anything from them. Planning is working on completing the Zoning Lot Determination and Building
Easement. Planning has not received any new updates from them despite being told the size would be reducing. This
will be on the agenda next week.
NW MT Head Start – 79 7th Ave EN; addition – Public Works is meeting with the engineer today regarding storm
water issues. This will be on the agenda next week.
Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works received comments on
8/3/22. Fire Department and Fire Inspector worked up a hydrant plan. This will be on the agenda next week.
Creekside Commons – Glenwood Dr; new apartment building – Public Works has comments under review and will
be sending a response back soon. Fire and Public Works sent comments on hydrant and trash area locations. Parks
sent tree size comments for final plat and has not received a response. Planning is tying the maintenance agreement
and storm water to the building permit. Parks requested landscaping plans included irrigation plans. The tree issue
needs to be resolved by Monday 8/8/22 in order for the Final Plat to go to Council on 8/15/22. Public Works stated
that the updated Storm Water agreement is being worked on. This will be on the agenda next week.
Flathead County Courthouse West – 935 1st Ave W; adding enclosed pedestrian walkway – Fire Department was
told by the County Maintenance Supervisor that the project is on hold due to a gas main under the proposed site.
Instead of a full enclosure, they may propose a fenced enclosure. Public Works is meeting with the engineer and the
county today regarding sewer comments. Public Works will request and easement where the sewer is presently
located and request for an easement vacation. This will be on the agenda next week.
NEW BUSINESS:
Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV service center – Public Works requested more details
from them. Parks stated the revised plans did not address comments regarding landscape buffers. Public Works
reminded them of the PUD conditions regarding access to Highway 93. MDT has not received an approach permit
application. MDT has plans to redesign the intersection near this site. This will be on the agenda next week.
Meadows Edge Phase 3 – Farm to Market/Three Mile Dr; PUD Amendment – Planning met with Edge last week
regarding sewer pump delay and DEQ & MDT approvals. Roads and lines would be in around October but the pump
ETA is January 2023. Permits can be issued without Final Plat. Onsite infrastructure is planned to be completed in
October. Edge is working with MDT on a force main location; revisions to be sent to them next week. Home
construction would begin around the end of October. Planning, Parks, Fire, Building, and Public Works agreed that
the PUD Amendment is minor and will not require Council approval. The the following conditions will apply; fire
protection, paved roads, and functioning hydrants must be in place, Final Plat must be drawn up and pins must be set
to allow for site plans and setbacks. No permits can be issued until all necessary improvements such as sewer lines,
right of way, bonds, and testing of the water main through meter pits are complete. Building and Public Works will
determine a unique milestone checklist to ensure Certificates of Occupancy are not issued without impact fees and
water meters. Ownership cannot be changed without final plat approval.
Silverbrook Garages – updated site plan/garage layout – Public Works and Planning have not received anything
from them. This will be on the agenda next week.
OTHER COMMENTS: Public Works has plans under review Kohl’s, Shell, Armory paving, Meadows Edge 2,3, &
5 offsite, School District #5 Transportation, Meridian Apartments Bldg E, Mountain View Phase 1A, American
Properties water main extension, Woodland Conoco sewer main extension, Ruis Silo’s Phase 2, Aspen Creek lot split,
Northland 5C, KNTC Commons Area, and Penco. Public Works and MDT are meeting with the new owners of the
Blue & White.
