07-28-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, July 28, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: PJ Sorensen, Senior Planner Jarod Nygren, Planning Director Dan Pearce, Fire Chief Keith Haskins, Deputy Public Works Director Chad Fincher, Parks Director Jeff Clawson, Building Official Shane Cooke, Building Inspector Patrick Jentz, Engineer GUESTS: 3 HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Public Works is working with Immanuel Lutheran Cottages. J & S Auto has been released. Sunshine Factory’s warranty bond was accepted and C of O was issued. Sunrift’s Letter of Credit may still be good but their SIA has expired. Public Works stated they should be paving and landscaping now. Planning’s records show the LOC is expired and will schedule a meeting with Public Works and the City Attorney next week to address. OLD BUSINESS: Creekside Commons – Glenwood Dr; new apartment building - Building plans to be sent in today. Public Works hasn’t started review; Plan Profile Report and Design Report are missing. Jeff Walla from IMEG will send them to Public Works. Parks sent comments out. There was some discussion between Planning, Public Works, and Parks regarding boulevard landscaping and Developers Agreement vs bonding. Public Works stated the water meter needs to be moved to a pit and an easement will be required. The plans show a water booster pump which is not allowed by DEQ. Public Works is working on putting a policy in place to address booster pumps. Jeff stated that the property needs to be purchased as soon as possible to keep their tax credits. This will be on the agenda next week. Meridian Apartments- 50 Meridian Ct; new 36-unit multifamily building (Building E) – Public Works has comments out. This will be on the agenda next week. The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works is waiting on civils. Planning reminded all that they must repair damaged irrigation and landscaping along the trail prior to issuing C of O. Public Works may want to pressure test their water booster pump system; testing method is TBD. Building will look for the boosters in the plans. Planning’s main concern is that there needs to be screening for headlights at the southern entrance. The adjacent property owner does not want a tall fence and would like to work with Jackola for trail access. Building to request plans for the retaining wall for review. Public Works is working with them on their storm water plans. This will be on the agenda next week. The Harper- 1280 Highway 2 E; new 40-unit multifamily development – Public Works has revised plans under review; pre-treatment comments from June were not addressed on the revised plans. Stormwater outfall may require a floodplain permit. Parks has plans in the review queue. This will be on the agenda next week. Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Public Works has revised plans under review; pre- treatment comments from June were not addressed on the revised plans. Diamond Aire - 1893 Airport Rd; addition to existing hanger – Nothing new. This will be on the agenda next week. Taco Bell- 535 E Idaho St; building remodel and parking lot modification – Public Works is waiting for response to their comments regarding grading, storm water, and ADA compliant sidewalk. Public Works is still waiting for MDT’s final decision on the sidewalk and stormwater tie in. Pre-treatment was approved. Building has not been contacted for any inspections. This will be on the agenda next week. Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Public Works has comments out. Planning stated that they are pushing to have the project started in the fall. Parks will not review their plans until the subdivision is final. Planning advised that due to a lift station pump delay, there may be building permits issued prior to Final Plat approval. DEQ approval is still pending. This will be on the agenda next week. Skip’s Hangar – 20 Ryan Lane; new hangar – Building is still waiting on geo-tech reports. This will be on the agenda next week. Gateway Community Center – 1203 Hwy 2 W – parking lot remodel – Per Public Works, Mark from KLJ Engineering is trying to reduce the fill since the ATM machine location is in a floodplain. No new plans have been submitted. This will be on the agenda next week. Fed Ex Expansion – 165 Schoolhouse Loop; 96,256 SF expansion to existing FedEx Building – Building was contacted by them regarding a reduction in size. Depending on the change, it may have to go back through architectural review. Fed Ex has not signed any contracts with the property owner. This will be on the agenda next week. NW MT Head Start – 79 7th Ave EN; addition – Public Works is still working with the architect for an additional $10k and will verify that the roof drain plan is acceptable. Pre-treatment comments from June are still out. Parkline Towers may be working with Head Start for trail connection. This will be on the agenda next week. Eagle Valley Ranch Apartments – Bldgs E,F,G&H – 2000 Jefferson Blvd – Public Works has comments out. This will be on the agenda next week. NEW BUSINESS: Flathead County Courthouse West – 935 1st Ave W; adding enclosed pedestrian walkway – Public Works has comments back from maintenance; casing around the sewer main will be required. A sewer line that was moved to the west side of the building when the building was expanded does not have an easement. Public Works will be putting one in, possibly vacating a portion of the alley, and will be working with them to address encroachment. The walkway will modify accesses into the building. Planning advised Public Works that vacating the alley would have to go through City Council. This will be on the agenda next week. OTHER COMMENTS: - Silverbrook Apartments – Updated parking plan – Mike Brodie from WGM presented updated plan with additional parallel parking and service parking. Public Works requires an updated storm memo; WGM will work on it. Planning and Parks have concerns regarding the proximity of the service parking spots to the adjacent homes. Paul Walker from Denman Construction stated there is a berm, retaining wall, and fencing to obscure the headlights. Parks would like to review the planting density of the berm prior to approval. Planning asked if the fire lane parking was painted or signed; suggested that this be addressed. Planning may consider this as a new item or it may be an addendum; this will be decided next week. - Laird Noller Truck & RV – 3178 Hwy 93 S; new truck & RV sales & service - Public Works is waiting on additional documentation and pre-treatment comments back from them. This will be on the agenda next week. - Treeline Center Lot 7 – PW received a submittal for this location. It requires a civil review due to the stormwater conveyance at this site. It will be a development submittal for grading. - Meadows Edge Ph 3 – Planning met with Edge, LLC regarding a lift station pump shortage. They are also waiting for MDT, DEQ approvals. They will be requesting building permits prior to Final Plat approval. C of O’s cannot be issued without Final Plat approval which will not occur without the lift station pump. Landscaping plan is under Parks’ review. Edge will need to submit a formal request for Site Review; if major, it will go to Council for approval.
