Monk/Property SaleSubmitted to July 13 City of Kalispell Council Work Session Comments on behalf of LaDona Monk, resident of Flathead County, Montana Mrs. Monk is interested in moving forward with either sale or development of the property in question. She welcomes the city giving authority to some party to enter into legitimate negotiations for the purchase of the property if they intend to pursue same. In the meantime she intends to pursue private sale or development of the property at this time. We wish to comment regarding the memorandum to the council as submitted by Mr. Lestiko and Mr. Webb for this work session as follows: A. The memorandum may erroneously imply that Mrs. Monk has tentatively agreed to sell the property to the city for $600,000. That is not the case. Mrs. Monk has agreed to negotiate with the city for purchase provided she can do so with a party whom has been granted authority to enter into a bonafide purchase agreement. She has not made any agreement as to purchase price. It should be noted that Mrs. Monk has caused to be prepared a separate appraisal of the subject property which is not entirely in agreement with the city appraisal, either with regards to monetary value or developmental character of the subject property. B. Mrs. Monk does NOT agree to moving forward with annexation of the subject property, or any change in status per tax increment finance district in regards this property until such time as a buy -sell agreement is in place. Furthermore Mrs. Monk does not necessarily acquiesce that any part of this property falls within any aviation safety zone • is encumbered • any aviation related usage restriction pending additional review of the title. C. Mrs. Monk does NOT agree that the property in question is devoid of utilities except electricity. In addition she does NOT agree that Mr. Monk "failed to negotiate an agreement with the City of Kalispell for access to the airport" and she reserves opinion on any claim to airport access pending further review of the title and documents related to this parcel. Again Mrs. Monk welcomes the opportunity to entertain bonafide offers from any interested party including the City of Kalispell.
